Grant Description
Description: This agreement provides funding to Stanislaus County to construct a new combined domestic water system for providing potable water and fire protection for the business park and community of Crows Landing and complete topside improvements for two wells as directed in the 2023 Consolidated Appropriations Act or as identified in an approved technical correction if one has been approved for this project.
This agreement provides full federal funding in the amount of $3,452,972.
The recipient cost share of $863,243 is waived for this award.
Preaward costs are approved back to 11/05/2025.

Activities: The activities to be performed include the execution and implementation of a drinking water infrastructure construction project.
Workplan activities consist of the administration of the construction contract, labor compliance, construction management, environmental compliance, and actual construction.
Construction includes well system improvements consisting of the installation of a new well pump and motor, treatment/disinfection facilities, site improvements, electrical work, and supervisory control and data acquisition (SCADA) installation.
Subrecipient: No subawards are included in this assistance agreement.
Outcomes: The anticipated deliverables include advertisements for bids by construction contractors, construction contract with the selected bidder, a post-construction on-site project review by the EPA (or delegate), and quarterly and final reports.
The expected outcomes include increased water availability and decreased Department of Environmental Resources violations, reduced CSD staff time spent on operations and responding to operational issues, and water supply reliability.
The intended beneficiaries include residents and staff of Crows Landing Industrial Business Park.
