Grant Description
Description: This agreement provides funding to City of Pittsburg to implement its project to implement the Water Treatment Plant Energy Improvement Project as directed in the 2024 Consolidated Appropriations Act.
The funds will not be used for construction activities.
This agreement provides full federal funding in the amount of $120,000.
The cost share requirement is waived by EPA per memo dated 2/7/2025.

Activities: The activities to be performed include the execution and implementation of a Water Treatment Plant Energy Improvement Project.
Workplan activities consist of: 1) Planning and design activities necessary to complete a 100% design package, environmental reviews and documentation, interconnect agreements, and otherwise prepare for construction activities and required compliance.
2) Manage the project activities and implement controls to assure that the project is executed according to the agreed-upon scope, schedule, and budget, and that all mandated procedures, including reporting, are followed.
Subrecipient: No subawards are included in this assistance agreement.
Outcomes: The anticipated deliverables include . . . RFP, executed agreement with consultant for design, 100% design plans and specifications, PGANDE interconnect agreement request (and executed agreement if amenable), any required environmental review, quarterly and annual progress reports.
The expected outcomes include . . . technology selected for deployment at WTP, PPC allowed to purvey power at WTP in Pittsburg, environmental approvals.
The intended beneficiaries include . . . the City of Pittsburg to move the project into Phase II, which will pass the final benefits onto the residents of Pittsburg in the form of savings, and energy reliability.
