Grant Description
Description: The agreement provides funding under the Inflation Reduction Act (IRA) to the South Coast Air Quality Management District (SCAQMD) to replace in-use, non-zero-emission heavy-duty vehicles with new zero-emission vehicles to reduce air pollution and greenhouse gas emissions in EPA Region 9.
The recipient will replace up to 74 eligible vehicles with comparable, eligible zero-emission vehicles under the SCAQMD School Bus Sub-Program, resulting in cleaner air and improved health for the communities in four counties in the South Coast Air Basin.
This agreement provides full federal funding in the amount of $24,842,632.

Activities: The activities include replacing eligible internal combustion engine Class 6 and Class 7 vehicles with eligible zero-emission vehicles; purchasing, installing, operating, and maintaining charging and fueling equipment to maintain the new zero-emission vehicles; and providing workforce development and training to support the maintenance, charging, fueling, and operation of the new zero-emission vehicles.
Subrecipient: No subawards are included in this assistance agreement.
Outcomes: The anticipated deliverables include replacing high polluting school buses with zero emission equipment that will be located and operated in the four counties in the South Coast Air Basin, which are designated as extreme non-attainment for ozone, non-attainment for PM2.5, and air toxics concern: high ambient diesel PM concentration.
The expected outcomes include the replacement of up to 74 internal combustion engine Class 6 and 7 model year 2009 or older school buses with zero emission electric school buses and install 74 new chargers to support the new electric buses.
The intended beneficiaries include the communities of Los Angeles County - City of Industry, Norwalk and La Mirada; Orange County - Fullerton, Westminster, Garden Grove; San Bernardino County - Redlands; Riverside County - Moreno Valley.
