Grant Description
Description: The agreement provides funding under the Inflation Reduction Act (IRA) to Oxnard School District to replace in-use, non-zero-emission heavy-duty vehicles with new zero-emission vehicles to reduce air pollution and greenhouse gas emissions in EPA Region 9.

The recipient will replace 15 eligible vehicles with comparable, eligible zero-emission vehicles under the School Bus Sub-Program, resulting in cleaner air and improved health for the communities in Oxnard, California.

This assistance agreement provides full federal funding in the amount of $4,552,500.

Preaward costs are approved back to 01/01/2025.

Activities: The activities include replacing eligible internal combustion engine Class 6 and Class 7 vehicles with eligible zero-emission vehicles; purchasing, installing, operating, and maintaining charging and fueling equipment to maintain the new zero-emission vehicles; and providing workforce development and training to support the maintenance, charging, fueling, and operation of the new zero-emission vehicles.

Additionally, the program will provide up to 32 hours of training, host at least two community engagement events with the community, maintain a project specific webpage, and report on the project progress.

Subrecipient: The federal funding will be put into a subaward to purchase zero emissions electric school buses and operate them at Oxnard School District.

The non-federal funds will also be placed in a subaward to conduct project design and implementation for electrification of fleets, and manage electricity costs.

The subawardee will coordinate training for OSD staff and public safety officials; maintain an up-to-date project specific webpage and provide regular outreach to interested community members; and conduct two community engagement events in coordination with OSD.

Outcomes: The anticipated deliverables include removing 15 ICE school buses from operation and replacing them with 15 zero emission buses, installing 15 chargers, providing over 32 hours of training for staff, drivers, mechanics, and public safety officials, maintaining a project specific webpage and providing email outreach to the community, and submitting progress reports on all the activities.

The expected outcomes include reduced emissions, reduced fuel consumption, improved air quality, reduced emissions exposure to the students which will also reduce absenteeism, reduced bus idling, reduced bus maintenance, increased staff trained on zero emission bus maintenance and operation, increased community engagement and awareness, and quarterly reports on all the activities.

The intended beneficiaries include students in the Oxnard School District, bus drivers, and the residents of Oxnard, California.
