Grant Description
Description: The purpose of this award is to provide funding under the Inflation Reduction Act to Oxnard Harbor District Port of Hueneme.
Specifically, the recipient will improve air quality and reduce pollution at the Port of Hueneme and in the surrounding area through the deployment of zero-emission equipment and infrastructure at the port.
This assistance agreement provides full federal funding in the amount of $41,076,293.00.
Pre-award costs approved back to December 1, 2024.

Activities: The activities include the purchase and deployment of electric cargo handling equipment and zero-emission drayage trucks, as well as related electric charging infrastructure and battery energy storage systems.
Subrecipient: The subawards will allocate funds to SSA Pacific to deploy 5 yard tractors, pieces of electric cargo handling equipment, 2 heavy forklifts, and 1 small forklift, and, to Ports America to deploy 30 yard tractors, 1 reachstacker, 2 heavy forklifts, and 2 small forklifts.
Outcomes: The anticipated deliverables include the estimated purchase and deployment of 35 battery electric yard tractors, 4 battery electric heavy lifts, and 1 battery electric reachstacker; deployment of 44 electric charging units and battery energy storage systems; and establishing an incentive program to accelerate the transition to zero-emission drayage trucks.
Other deliverables include community training on air quality and zero-emission equipment and conducting local job fairs and internship programs.
The expected outcomes include reduced NOx, PM2.5, and CO2 emissions; reduced reliance on diesel fuel; improved air quality and associated health benefits; increased resiliency against power outages; improved understanding of air quality issues and zero emissions in the local community; and increased access to high-quality job opportunities for near-port communities.
The intended beneficiaries include the Port of Hueneme (grantee), SSA Pacific (partner), Ports America (partner), Southern California Edison (partner), and Ventura County Air Pollution Control District (partner), who will deploy and utilize the zero-emission equipment and charging infrastructure.
Other beneficiaries include Ventura County Community College District (partner), Oxnard Unified High School District (partner), and Rio School District (partner), who will implement community engagement efforts.
Indirect beneficiaries include near-port communities which will experience improved ambient air quality.
