Grant Description
Description: The purpose of this award is to provide funding under the Inflation Reduction Act (IRA) to Tule River Economic Development Corporation.

The recipient will implement greenhouse gas (GHG) reduction programs, policies, projects, and measures identified in a Priority Climate Action Plan (PCAP) developed under a Climate Pollution Reduction Grants (CPRG) planning grant.

Activities conducted through this grant will benefit all residents and visitors to the Tule River Reservation and the project site located in Tipton, CA through four main objectives:

Implementation of ambitious measures that will achieve significant cumulative GHG reductions by 2030 and beyond;

Pursuit of measures that will achieve substantial community benefits, particularly in low-income and disadvantaged communities;

Complementing other funding sources to maximize these GHG reductions and community benefits; and,

Pursuit of innovative policies and programs that are replicable and can be 'scaled up' across multiple jurisdictions.

This agreement provides full federal funding in the amount of $14,708,000.

Preaward costs are approved back to 12/01/2024.

Activities: The activities include converting woody biomass to biochar via pyrolysis.

The project also includes site preparation to house the pyrolysis equipment.

Subrecipient: No subawards are included in this assistance agreement.

Outcomes: The anticipated deliverables include the production of biochar through the conversion of clean cellulosic biomass as defined by 40 CFR Part 241.

The site will utilize commercially proven technology to convert as many as 90 TN of feedstock per day (or 31,500 TN per year) into 13.2 TN of dry biochar (or 4,623 TN per year).

The byproduct of the conversion process is syngas which will be converted to electricity and used at the Tipton production site.

The expected outcomes include sequestering 10,400 T CO2-EQ. per year, for over 57,000 T CO2-EQ. net sequestered between 2025 and 2030, and 265,000 T CO2-EQ. between 2025 and 2050.

The intended beneficiaries include TREDC and its customers via increased water retention, nutrient absorption, soil fertility, beneficial soil microbes, and plant growth due to biochar application.
