Grant Description
Description: The purpose of this award is to provide funding under the Inflation Reduction Act (IRA) to the Office of the Mayor, Saipan.
The recipient will implement greenhouse gas (GHG) reduction programs, policies, projects, and measures identified in a Priority Climate Action Plan (PCAP) developed under a Climate Pollution Reduction Grants (CPRG) planning grant.
Activities conducted through this grant will benefit all residents and visitors to Saipan through four main objectives:
Implementation of ambitious measures that will achieve significant cumulative GHG reductions by 2030 and beyond;
Pursuit of measures that will achieve substantial community benefits, particularly in low-income and disadvantaged communities;
Complementing other funding sources to maximize these GHG reductions and community benefits; and,
Pursuit of innovative policies and programs that are replicable and can be 'scaled up' across multiple jurisdictions.
Activities: The activities include conducting a bulb inventory and assessment of the different types of light bulbs currently being used in residences, government offices and buildings, and small businesses throughout Saipan.
Once the inventory and assessment is complete, the grantee will make decisions on the types and quantity of new LED bulbs to purchase to replace these older, energy inefficient bulbs.
Additionally, the grantee will conduct a disposal options and feasibility study to determine a safe and cost effective way to dispose of the older bulbs.
The last step of the project is to dispose of the older bulbs safely following the findings of the disposal options and feasibility study.
This assistance agreement provides full federal funding in the amount of $3,122,794.00.
Preaward costs are approved back to 11/01/2024.

Subrecipient: Northern Mariana Islands College or another subawarde will be conducting a light bulb assessment and inventory.
A subawarde will develop a bulb disposal and management plan following the selection of the method of bulb disposal.
Outcomes: The anticipated deliverables include a light bulb inventory and assessment of Saipan residences, government offices and buildings, and small businesses and a disposal options and feasibility study report.
The expected outcomes include replacing bulbs from residences, government offices and buildings, and small businesses with LED bulbs, safe disposal of the older bulbs, tons of pollution (GHG) reduced over the lifetime of the bulbs.
The intended beneficiaries include visitors to and residents of Saipan.
The residents should have lower electricity bills due to having more energy efficient light bulbs and through the long-term the reduction in GHG emissions will improve the air quality of Saipan.
