Grant Description
Description: This agreement provides funding to the San Francisco Estuary Institute (SFEI) to implement the Nutrient Management Strategy (NMS) and Bay Regional Monitoring Program (RMP).

Specifically, the recipient will build and expand upon decades of studies and monitoring to pursue long-standing science priorities that have thus been beyond reach due to insufficient funding.

SFEI will expand water quality monitoring, carry out targeted lab and field studies, data analysis and synthesis, and develop and apply numerical models for the NMS and support Bay RMP program management and governance, ensure quality assurance and data management services, produce annual reporting and communications, carry out status and trends monitoring and special studies for the RMP.

This agreement provides partial federal funding in the amount of $12,000,000.

Preaward costs are approved back to October 1, 2024.

Activities: To implement the San Francisco Estuary Partnership Comprehensive Conservation and Management Plan (CCMP), as part of this grant the San Francisco Estuary Institute will accomplish the following:

Under the RMP, activities include support Bay RMP program management and governance, quality assurance and data management services, annual reporting and communications, status and trends monitoring, and special studies.

Under the NMS, activities include expanded water quality monitoring, targeted lab and field studies, data analysis and synthesis, and development and application of numerical models, and program management.

Outcomes: Anticipated deliverables include:
- RMP program management, including subaward contract and development, governance-related meeting agendas and summaries, progress reports.
- RMP quality assurance and data management services, including: QAPP, annual QA report for status and trends monitoring, data synthesis and analysis, data visualizations to support communication products, DMMO tool training and outreach.
- RMP annual reporting and communications, including: RMP update (2025), Bay RMP annual meeting agendas and meeting recordings, Pulse of the Bay publication (2026), various presentations, publications, and media products.
- RMP status and trends monitoring, including: various reports, publications, presentations; subject to peer review, data uploaded to CEDEN and CD3, sampling and analysis plans (SAPs) and field/cruise reports posted to the RMP website.
- RMP special studies including: various reports, publications, presentations; subject to peer review.
- NMS sustain and expand water quality monitoring including datasets and reporting for ongoing and expanded monitoring ship-based monitoring, continuous monitoring and data management.
- NMS targeted studies related to HABs, biogeochemistry and assessment framework and resulting datasets; technical report(s) describing findings.
- NMS data analysis and synthesis including: synthesis report; updates to science plan, processed datasets; technical reports or manuscripts for harmful algal blooms (HABs), temporal and special variability spring-summer conditions in south/
