Description:
This agreement provides funding for the operation of the Maryland Department of the Environment's continuing environmental programs while giving it greater flexibility to address its highest environmental priorities, improve environmental performance, achieve savings, and strengthen the partnership between the Maryland Department of the Environment and EPA. This agreement funds statewide programs to support ongoing environmental management efforts to improve air quality and reduce localized pollution and health impacts; protect and restore waterbodies and watersheds; clean up and restore land for productive uses and healthy communities; reduce waste and prevent environmental contamination; and detect violations and promote compliance. These objectives will be met by carrying out activities in accordance with the Performance Partnership Grant (PPG) workplan and statutory requirements of the PPG and participating media programs. Sub-awards are anticipated under this agreement to achieve the stated objectives. The citizens of the state of Maryland and its public are direct beneficiaries of this agreement.

This action provides a total of $3,098,875 of federal funds as follows: CAA 105-$399,441; SIRG-$70,000; 106 BASE-$288,825; 106 MONITORING-$248,239; PWSS-$1,473,801 ($132,000 in-kind and $1,341,801 cash); UIC-$116,100; RCRA HW-$100,000; LEAD PROGRAM-$296,071; LEAD ENFORCEMENT-$106,398. Federal funds in the amount of $29,376,334 for project period 10/1/2023-9/30/2026, are contingent upon availability.

Activities:
The activities to be performed include, but are not limited to: implementing TMDLs in discharge permits whenever a new or renewal permit application is received involving a watershed with an approved TMDL; preventing non-domestic wastewater discharges from interfering with sewage treatment plant operations or contaminating its sludge, to protect worker safety at sewage plants and in collection systems, to prevent pass-through of toxics through treatment plants into the receiving streams, and to protect public safety; monitoring for submerged aquatic vegetation coverage in the Chesapeake Bay and its tributaries; providing technical assistance and guidance to county health departments, other state and local agencies, and regulated community on Class V well issues; providing training for collecting PFAS samples and for training staff about PFAS; developing strategies to address the lack of certified operators and the large number of operators-in-training, including conducting outreach to public water systems regarding operator compliance and workforce development; reducing diesel emissions and promoting cost-effective opportunities for consumers, businesses, state and local governments, and other organizations to invest in GHG emissions reductions from power plants, mobile sources, and other sources; informing local school systems about radon exposure risk in schools and providing sample school testing and mitigation plans; collecting available radon test result data to develop locality-specific classifications of radon risks and to support the CDC Environmental Public Health Tracking Network Radon Site; conducting annual reviews of the state's permitting program, in real-time, as permits are being developed and issued by the state permitting authority; ensuring all applicable permitting and financial assurance information is entered into RCRAINFO within 30 days of occurrence or receipt; and maintaining and improving the MDE Lead Accreditation and Oversight Program through administrative, compliance assistance, and enforcement efforts and identifying needs for technological enhancements.

Subrecipient:
Subawards included in this agreement are sent to counties to do PWSS work with non-transient and non-community water systems.
