Description:
Brownfields are real property, the expansion, development or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. This agreement will provide funding under the Infrastructure Investment and Jobs Act for the Snowy Mountain Development Corporation to re-capitalize a revolving loan fund as authorized by CERCLA 104(K)(5)(A)(II) in the Central Montana Brownfields Coalition's (CMBC) eleven-county area; which includes Fergus, Judith Basin, Petroleum, Wheatland, Musselshell, Golden Valley, Meagher, Broadwater, Lewis and Clark, Park and Gallatin counties, in Montana.
Activities:
This agreement will provide funding for the recipient to re-capitalize a revolving loan fund from which to make loans and subgrants to clean up brownfield site(s) and conduct other necessary activities to prudently manage the RLF. Additionally, the recipient will competitively procure (as needed) and direct a qualified environmental professional to oversee the environmental site activities and will create a community involvement plan and administrative record for each site that is remediated. The recipient will report on program income, interim progress, and final accomplishments by completing and submitting relevant portions of the Property Profile Form and Brownfields RLF Form using EPA's Assessment, Cleanup and Redevelopment Exchange System (ACRES).
Subrecipient:
Subgrants will be provided to eligible entities (municipalities and non-profits) to procure the services of a qualified environmental professional to oversee and subcontract the remediation of contamination of sites throughout the Central Montana Brownfield Coalition's 11-county service area.
Outcomes:
The recipient will continue eight (8) ongoing projects and see these projects through to final cleanup, and immediately begin cleanup with projects that are currently under assessment through the EPA's Regional TBA Program. Thirteen (13) sites are proposed to be remediated with this funding, including five projects funded solely through grants, three projects funded solely through loans, and five projects funded through a mix of both loans and grants. These 13 remediation projects will require a minimum of 13 community meetings as well as finalizing 13 analyses of brownfields cleanup alternatives, and submitting 20 quarterly reports over the 5-year project period. Work conducted under this agreement will benefit the residents, business owners, and stakeholders in the Central Montana Brownfields Coalition's (CMBC) eleven-county area; which includes Fergus, Judith Basin, Petroleum, Wheatland, Musselshell, Golden Valley, Meagher, Broadwater, Lewis and Clark, Park and Gallatin counties, in Montana.
