Description:
This cooperative agreement funds $12,258,000 to the State of Utah's Department of Environmental Quality (UDEQ) with the Infrastructure Investment and Jobs Act of 2021. UDEQ will be the lead agency for the remedial action at Operable Unit Two (OU2) of the Jacobs Smelter Superfund Site. This cooperative agreement will reduce risks from exposure to lead and arsenic-contaminated soil.
Activities:
The actions to be performed at Jacobs Smelter OU2 remedial action include:
1. Removal of existing vegetation from the contaminated areas.
2. Excavation of surface (6 inches) soils exceeding 500 mg/kg lead and subsurface soils (to 18 inches) exceeding 800 mg/kg in residential areas (5.4 acres).
3. Excavation of surface and subsurface soils with lead concentrations exceeding 3,000 mg/kg in undeveloped areas (26.3 acres).
4. Excavation of all principal threat waste.
5. Transportation to and disposal of all excavated soil at an appropriate landfill.
6. Placement of clean topsoil and re-vegetation of excavated areas.
Outcomes:
The remedial action objectives (RAOs) developed for OU2 are as follows:
1. Reduce risks from exposure to lead and arsenic-contaminated soil, such that no more than five percent (5%) of children exposed to site contaminants will have a blood lead concentration exceeding 10 micrograms per deciliter (ug/dL). Since the lead and arsenic contamination is co-located, health risks associated with arsenic exposure will be addressed by the remediation of lead contamination. This objective can be achieved by preventing the ingestion of lead and arsenic-contaminated soils above clean-up levels in residential and undeveloped areas.
2. Reduce risks from exposure to lead-contaminated soil such that no ecological receptor has the potential to exceed two times the toxicity exposure thresholds for non-cancer health effects. This objective can be achieved by preventing the ingestion of lead-contaminated soils by ecological receptors that would result in an average exposure in excess of 1,148 mg/kg lead.
3. Direct beneficiaries of this program include Tooele County and the residents of Utah.
