Cooperative Agreement
Overview
Grant Description
Description:
Grant dollars are used by the Wyoming Department of Environmental Quality (WY DEQ) to perform delegated program activities, perform quality assurance activities, and maintain regional and national databases associated with environmental programs. These include clean air, underground injection-control, clean water, and hazardous waste management. The Performance Partnership Grant (PPG) provides the state greater flexibility to address its highest environmental priorities, improve environmental performance, achieve administrative savings and strengthen the partnership between the state and the Environmental Protection Agency.
Activities:
The policy and purpose of the Wyoming Environmental Quality Act (Act) of 1973 is to enable the state, 'to prevent, reduce, and eliminate pollution; to preserve, and enhance the air, water, and reclaim the land of Wyoming; to plan the development, use, reclamation, preservation and enhancement of the air, land and water resources.' The Department of Environmental Quality (DEQ) is responsible for implementing the policies and goals of the Act. The U. S. Environmental Protection Agency (EPA) administers a variety of federal environmental protection programs developed, in part, as a result of increased public awareness and concern about the environment. Many of these programs are compatible with the goals and policies of the state of Wyoming.
Subrecipient:
Environmental services for the environmental programs associated with the grant.

This 2023-2024 Performance Partnership Agreement (PPA) covers the period from October 1, 2022 through September 30, 2023. As in the past, the PPA will be used as the granting, management, and evaluation document for the EPA Performance Partnership Grant to the state. The PPA provides the state with a mechanism for obtaining commitments from EPA and for addressing problems that cut across program boundaries. Delegation agreements, inter-agency agreements, grant documents, contracts, and the commitments and schedules contained therein are incorporated into this agreement by reference.
The success of DEQ's commitment to protect, conserve and enhance the quality of Wyoming's environment for the benefit of current and future generations requires our commitment to values that define and guide who we are, what we do, and how we do it. We are proactively anticipating future impacts on Wyoming's environment and taking actions to minimize those impacts. We are innovative by encouraging people from both inside and outside DEQ to consider new approaches to protecting, preserving, and enhancing a healthy environment. We are consistent by fairly applying and implementing regulatory requirements. We are responsive through timely and open communications with the public, the regulated community, and other stakeholders who are affected by our work. We are committed to a culture and work environment where everyone is treated respectfully, professionally developed, and continuously challenged. We make decisions in a rigorous and timely manner supported by thorough analysis, quality data, and sound rationale.
Quality Management Plan:
The quality of information used for tracking environmental conditions and making decisions is very.
