Grant Description
Description: This agreement provides assistance to the New York State Office of Children and Family Services (NYSOCFS) to implement a program of voluntary testing for lead in drinking water at local schools and child care centers.
Specifically, the recipient will utilize the EPA's 3Ts guidance to test the lead in drinking water at state licensed and registered child care facilities.
State intends to prioritize facilities located in low-income communities, serving children ages 6 years and under, and child care facilities that are not included in existing school-based lead testing programs.
This activities include communicating the results and important lead information to the community, parents, and public, training licensed/registered child care programs on the risks of lead in drinking water, testing all outlets used for consumption in child care facilities, and taking action to develop a plan for responding to results of testing conducted and addressing potential elevated lead levels on a case-by-case basis.
Action plans may include identification of the contamination source, the provision of safe drinking water by alternate methods, recommendations for remediation, and follow-up monitoring.
Activities: The activities include (a) testing all outlets used for consumption at child care programs willing to participate in this voluntary initiative, in low-income areas.
(b) Testing all outlets used for consumption at child care programs in the state, willing to participate in this voluntary initiative, that serve children ages 6 years and under.
(c) Providing education and outreach about lead and the importance of testing to all licensed/registered child care programs in the state, and lastly, supporting child care programs' remediation efforts through the use of grant funding.
Subrecipient: No subawards are included in this assistance agreement.
Outcomes: The anticipated deliverables include statistical data reports on the presence and location of tested schools or child care centers with elevated levels of lead.
The expected outcomes include: (1) Provide resources to local education agencies and child care facilities which include sampling and lab analysis utilizing the 3Ts toolkit in determining the best action to take for remediation;
(2) The reduction of children's exposure to lead in drinking water, including now providing remediation support;
(3) Improvement of staff and community knowledge of lead in drinking water and other environmental harms;
(4) Water quality improvement and lead exposure reduction in drinking water; and
(5) Establish routine practices such as those outlined in the 3Ts guidance.
