Overview
Grant Description
Description: This agreement provides funding to the City of Elizabeth to implement its project for the replacement of known lead service lines as directed in the 2023 Consolidated Appropriations Act and the 2024 Consolidated Appropriations Act.
This project will replace approximately 313 lead service lines and galvanized piping from the water main to the internal home structure plumbing within the City of Elizabeth, which will vastly improve health and safety.
In accordance with New Jersey state law, passed in 2021, all water providers must replace lead service lines within their respective municipalities by July 22, 2031.
Funding through the FY23 $2,170,000.00 CDS/appropriations award and FY24 $959,752.00 CDS/appropriations award will be utilized for the replacement of these lead service lines.
Activities: The activities to be performed are:
I. Prepare a public bid notice advertisement for implementation of lead service line replacement project.
II. Receive, review, and evaluate bid proposals. Recommend and obtain authorization for award of contract based on eligible and responsible bid proposals received. Tasks anticipated to be completed in fiscal year 2025.
III. Work with the consulting engineer and in coordination with Liberty Water, create a schedule for property inspections and test pits. Examine municipal and Liberty Water records, work with contractor to develop a workflow to assess existing service material types.
IV. Working with the consulting engineer and in coordination with Liberty Water, assess properties and perform test pits to determine need for lead line replacement. Assess data obtained and develop a schedule for replacement of identified galvanized and lead pipes. Actions will improve efficiency and accuracy by proactively eliminating properties, where services are not in need of replacement, saving taxpayer dollars.
V. Implement construction phase of lead line replacement initiative. Working with the consulting engineer and in coordination with Liberty Water and the municipality, notify homeowners and replace identified lead and galvanized piping to increase health and safety.
VI. Plan, control, and monitor expenditures of state/federal financial resources. Coordinate the development of performance reports and submit to EPA. This action will support responsible spending, timely implementation of project and maximization of resources to increase health and safety opportunities and improve the overall quality of life for impacted properties.
Subrecipient: No subawards are included in this assistance agreement.
Outcomes: The project will help meet and maintain statutory safe drinking water standards by addressing potential public health and safety impacts through lead service line replacement.
This initiative will further safeguard residential and commercial infrastructure while improving equity and access to vital resources in Elizabeth.
The City is also complying with the state law enacted in July 2021, which requires all water systems to identify and replace all lead service lines within a 10-year period.
All residents, businesses, agencies, and entities within the City of Elizabeth who utilize the water system will benefit from known lead service line replacement as well as associated efforts to improve the health, safety, and overall quality of life throughout the community.
