Grant Description
Description: This agreement provides funding to the City of Hackensack, NJ to implement its project to construct separated stormwater and sanitary sewer improvements within Camden Street, Union Street, Clay Street, Park Street, and Railroad Avenue, and from East Camden Street, through Foschini Park, to the Hackensack River as directed in the 2022 and 2023 Consolidated Appropriations Acts or as identified in an approved technical correction if one has been approved for this project.

The project will implement immediate improvements that increase operability of the city's stormwater, sanitary, and combined sewer lines, thus preventing costly, reactionary repairs, reducing combined sewer overflows, and reducing flooding.

Such impacts, if not addressed, would have negatively affected the city's residents, including increasing annual taxes and causing potential flooding and surcharge damage to homes, businesses, and vital recreational spaces such as Foschini Park.

Activities: The city's project scope consisted of the construction of separated stormwater and sanitary sewer improvements within Camden Street, Union Street, Clay Street, Park Street, and Railroad Avenue, and from East Camden Street, through Foschini Park, to the Hackensack River.

The project was comprised of three phases broken down into three separate construction contracts.

1.) Contract 1 refers to all stormwater and sanitary sewer improvements completed within Union Street, from Central Avenue to Camden Street, Clay Street, from Park Street to Union Street, and Camden Street, from Union Street to Main Street.

Contract 1 included the following improvements: removal of the existing pipes, excavation, and test pits as needed; installation of reinforced concrete and ductile iron stormwater pipes ranging from 12' to 42' in diameter; installation of 48'X60' precast concrete stormwater box culvert; installation of PVC sanitary sewer pipes ranging from 8' to 18' in diameter; installation of PVC sanitary sewer lateral connections ranging from 6' to 12' in diameter; installation of cured in place pipe lining for existing sewers ranging from 6' to 24' in diameter; reconstruction of existing stormwater inlets; installation of new stormwater inlets and manholes; installation of new sanitary sewer manholes; reconstruction of the project area including pavement, curb, and sidewalk construction; traffic marking and striping, and all associated miscellaneous construction.

2.) Contract 2 refers to only stormwater improvements within East Camden Street and Foschini Park, and through a privately owned property between Foschini Park and the Hackensack River.

Contract 2 included the following improvements: removal of the existing pipes, excavation, and test pits as necessary; installation of a concrete headwall and outfall with inline check valve to accommodate new stormwater infrastructure; installation of reinforced concrete stormwater pipes ranging from 24' to 42' in diameter; installation of 48'X96' precast concrete stormwater box culvert; installation of precast concrete stormwater manholes and chambers; repaving of the project area; relocation of utilities where directed, and all associated miscellaneous construction.

3.) Finally, Contract 3 refers to all stormwater and sanitary sewer improvements completed within Clay Street, from Railroad Place to Park Street, from Central Avenue to Clay Street, and East Railroad Avenue, from Passaic Street to Clay Street.

Additionally, this contract included the installation of stormwater infrastructure beneath the NJ TRANSIT Pascack Valley Line railroad at its intersection with Clay Street, to allow for the future connection of infrastructure from the west that will further reduce flooding.

Contract 3 involved the following improvements: removal of the existing pipes, excavation, and test pits as necessary; installation of reinforced concrete.
