Cooperative Agreement
Overview
Grant Description
Description: This agreement provides funding to the Borough of Park Ridge to implement its project to integrate permanent GAC adsorption or anion exchange treatment processes into their existing, individual treatment systems at well Nos. 16 and 19 for removal of NJ-regulated PFAS contaminants, as well as the recently proposed EPA PFAS regulations, as directed in the 2023 Consolidated Appropriations Act or as identified in an approved technical correction if one has been approved for this project.
Activities: The activities to be performed are to assess PFAS contamination levels at each groundwater well site, comprehensively assess PFAS contamination levels at each well station, select and specify appropriate treatment technologies based on site-specific conditions and contaminant concentrations, design system components including treatment units, piping, instrumentation, and control systems, calculate hydraulic and process design calculations to ensure effective treatment and system performance, design detailed engineering design drawings and specifications for the treatment systems and associated buildings, piping, and appurtenances, mobilize and prepare site activities, including installation of temporary facilities and erosion control measures, excavate and construct treatment system foundations and infrastructure, construct new permanent structures to house the treatment systems, including buildings, enclosures, or other facilities as necessary, and install treatment equipment, piping, valves, and other system components within the new structures.
Subrecipient: No subawards are included in this assistance agreement.
Outcomes: The anticipated deliverables are engineering designs and specifications for PFAS treatment systems and new permanent structures, permitting documentation demonstrating compliance with environmental regulations, and construction plans detailing the implementation of treatment systems and structures, which are expected to lead to improved drinking water quality to reduce PFAS contamination levels, protection of ecosystems to minimize the release of pollutants into the environment, safeguarding of aquatic habitats and biodiversity, enhanced public health to mitigate the health risks associated with PFAS exposure, and sustainable infrastructure to develop resilient treatment systems and structures that withstand environmental challenges and contribute to long-term environmental sustainability for the residents of the Borough of Park Ridge.
