Description:
This agreement provides assistance to the Puerto Rico Department of Health to implement a program of voluntary testing for lead in drinking water at local schools and child care centers. Specifically, the recipient will utilize the EPA's 3TS guidance to test the lead in drinking water at state licensed and registered child care facilities.
Activities:
The state intends to prioritize facilities located in low-income communities, facilities serving children ages 6 years and under, facilities constructed before 1978 which are old and more likely to contain lead plumbing and lead based paint, and facilities located within a confirmed cluster where children with blood lead levels above the reference level are identified through the surveillance system. The tasks to be accomplished include communicating the results and important lead information to the community, parents and public; training licensed/registered child care programs on the risks of lead in drinking water; testing all outlets used for consumption in child care facilities; and, developing a plan for responding to results of testing conducted and addressing potential elevated lead levels where necessary.

No subawards are included in this assistance agreement.
Outcomes:
The anticipated deliverables include statistical data reports on the presence and location of tested schools or childcare centers with elevated levels of lead. The expected outcomes include identification of schools or licensed childcare centers that have elevated levels of lead. In addition, PRDOH will utilize this grant to provide educational resources to the childcare centers. The intended beneficiaries include local education agencies, schools, and child care program/facilities.
