Grant Description
Description: The agreement provides funding to the University of Puerto Rico at Aguadilla.

Specifically, the recipient will collaborate with the local non-profit organization Protectores de Cuencas and Environmental Mapping Consultants LLC on the development of a Wetland Program Plan (WPP) for the coastal wetlands of Puerto Rico.

The plan for Puerto Rico will use the U.S. Environmental Protection Agency's core element framework and will address two of the core elements (monitoring and assessment; voluntary restoration and protection).

In addition, an education and collaboration task will be included in the project to engage partners and the community on the development of the WPP.

The project will identify key strategies for prioritizing suitable restoration for the coastal wetlands and their associated communities, with special consideration for disadvantaged communities and the impacts of climate change.

Activities: The activities include convening a project team of wetland management and restoration professionals, conducting a literature and data review, conducting a desktop assessment of coastal wetland condition, developing a strategy for wetland restoration and protection, convening wetland roundtables for stakeholder and community engagement, developing an EPA-approved Wetland Program Plan for coastal wetlands in Puerto Rico, conducting outreach, and developing final reports.

Subrecipient: Sub-grant in the amount of $54,420.00 annually will be awarded to Protectores de Cuencas Inc. (PDC).

PDC will use their experience and knowledge to contribute to the development of a detailed WPP and provide key recommendations that account for local conditions.

$108,840 total.

Outcomes: The anticipated deliverables include an EPA-approved Wetland Program Plan for coastal wetlands in Puerto Rico, a story map, and publicly available data and information.

The expected outcomes include improved wetland protection efforts and increased stakeholder and decisionmaker's understanding of wetland ecologic condition and/or function at a territorial scale.

The intended beneficiaries include the Puerto Rico Department of Natural and Environmental Resources, coastal wetland management and restoration practitioners, and the public of Puerto Rico.
