Description:
This grant agreement provides funding to County of Prince George, Virginia, to implement its project to extend its central water line as directed in the 2022 Consolidated Appropriations Act or as identified in an approved technical correction if one has been approved for this project.

Activities:
The activities to be performed include installation of a linear drinking water line supply connection which begins at the Meadows Subdivision on Sandy Ridge Road and traverses east and northward along Sandy Ridge Road, Ruffin Road, Route 10, Jordan Point Road, and Beaver Castle Road to the Eagle Preserve on Jordan Point Road and the Beechwood Manor Subdivision on Beaver Castle Road, totaling approximately 5.25 miles. These wells are supplied by the Potomac Aquifer in the Eastern Virginia Groundwater Management Area at the westernmost reach and shallowest portion of the aquifer. This limits the supply capacity available to the customers. The County of Prince George Central Water System is supplied by water purchased from the Appomattox River Water Authority (ARWA), of which County of Prince George is a member community. ARWA operates a surface water treatment facility withdrawing water from Lake Chesdin, a reservoir on the Appomattox River. A new waterline will be extended from the current central water system out to the areas currently served by the aging groundwater well systems that will allow the decommission the old well systems.

No subawards are included in this assistance agreement.

Outcomes:
The anticipated deliverables are construction of approximately 20,000 linear feet of 12' waterline along Sandy Ridge Road, Ruffin Road, and James River Drive and 5,000 linear feet of 8' waterline along Jordan Point Road and Beaver Castle Road, with all associated appurtenances. Included with the project are two main line pressure reducing valves to regulate the pressures in the existing subdivisions to closely match the pressures that are currently experienced with the well systems. The project is expected to lead to decommissioning of two well systems that currently withdraw water from the stressed Potomac Aquifer, to help with recovery/stabilization of the aquifer and possible reduce land subsidence for the citizens of Beechwood Manor, Jordon-on-the-James, Eagle Preserve, and Chappell Creek Subdivisions which are currently served by an aging groundwater well systems. The intended beneficiaries are the citizens of County of Prince George especially the Meadows and Beechwood Manor Subdivisions.
