Description:
This grant agreement provides funding to the City of Weirton to implement its project to upgrade its water treatment plant as directed in the 2022 Consolidated Appropriations Act or as identified in an approved technical correction if one has been approved for this project.
Activities:
The activities to be performed include upgrading the current water treatment plant's capacity from 4.0 million gallons per day (MGD) to 8.0 MGD to allow for reduced plant runtime and more regular maintenance.
Subrecipient:
No subawards are included in this assistance agreement.
Outcomes:
The anticipated deliverables consist of constructing four new groundwater well laterals, two pre-sedimentation basins, four additional air strippers (replacing the existing air stripper), two rapid mixers and two additional flocculators, two additional settling basins with plate settlers, four new gravity filter beds, a new filter backwash decant tank, one new sludge thickener basin, and one additional plate and frame sludge press. The project will also remove and replace the existing pumps (for the groundwater well, raw water, and distribution system), clean out the existing circular clarifiers replacing the tube settlers and sludge removal equipment, expand the existing clearwell, redesign the chemical injection system, overhaul the HVAC system, consolidate the plant's multiple electrical services, and some pipe upgrades. These upgrades are expected to lead to an increase in the plant capacity from 4 million gallons per day to 8 million gallons per day. The intended beneficiaries are the residents of the City of Weirton, WV.
