Grant Description
Preschool Development Grants Birth Through Five System Building Grant - The purpose of Kentucky’s PDG B-5 systems building grant is to develop and strengthen a unified state early care and education system that integrates policies, initiatives, and funding streams, including Head Start grantees.
Kentucky will implement outcome strategies to advance program priorities to:
(1) Reconcile fragmented data and enrollment through the creation of unified systems for eligibility and enrollment with a focus on vulnerable populations;
(2) Expand high-quality program availability and sustainability through expanding high-quality professional development across the early care and education workforce and sustaining the Registered Apprenticeship Program;
and
(3) Aligning data systems to breakdown information silos, including Head Start data.
Project impact will be tracked through measurable improved child outcomes as evidenced through the state’s kindergarten readiness data tracked by the Early Childhood Profile;
improved workforce retention data provided by the Registered Apprenticeship Partners Information Data System (RAPIDS), Early Childhood Workforce Data Dashboard, and employment projection data from the Talent Pipeline Management (TPM) Network and the Statewide Workforce and Talent Team (SWATT).

Funding Goals
THE GOALS OF ALL PDG B-5 GRANTS INCLUDE: 1. UPDATING THEIR STATEWIDE BIRTH TO FIVE NEEDS ASSESSMENT AND RELATED STRATEGIC PLAN TO IDENTIFY AND ADDRESS OPPORTUNITIES TO STRENGTHEN EARLY CHILDHOOD PROGRAMS. 2. IMPROVING THE QUALITY, COORDINATION, COLLABORATION, AND ALIGNMENT OF AN INTEGRATED BIRTH THROUGH 5 EARLY CARE AND EDUCATION MIXED DELIVERY SYSTEM. 3. REACHING UNDERSERVED POPULATIONS AND INCREASING THEIR ACCESS TO ECE PROGRAMS BY MEANS OF THE DEVELOPMENT OF A COORDINATED APPLICATION, ELIGIBILITY AND ENROLLMENT SYSTEM. 4. SUPPORTING THE EARLY CHILDHOOD WORKFORCE THROUGH ONGOING PROFESSIONAL DEVELOPMENT AND AND SUPPORT FOR GAINING CREDENTIALS AND DEGREES. 5. INCORPORATING APPROACHES THAT PROMOTE THE MENTAL HEALTH AND WELL-BEING OF CHILDREN, FAMILIES, STAFF, AND PROVIDERS. 6. SUPPORTING EFFECTIVE AND APPROPRIATE TRANSITIONS FOR CHILDREN B-5. 7. INCREASING PARENT KNOWLEDGE AND ACCESS ALONG WITH OPPORTUNITIES FOR MEANINGFUL PARENT LEADERSHIP AND ENGAGEMENT. 8. IMPROVING B-5 DATA COLLECTION, INTEGRATION, AND USE.
