Grant Description
Description: This agreement will provide support to the City of Jackson's public water system, through JXN WATER, INC., a for-profit corporation that is acting on its behalf as a court-appointed third party manager.

The purpose of this funding is to assist in responding to and alleviating the ongoing emergency situation affecting the City of Jackson public water system, which the administrator determined presents substantial danger to public health.

The City entered into an interim stipulated order with the Environmental Protection Agency and Department of Justice approved in federal district court on November 29, 2022.

The interim stipulated order appointed an interim third party manager (ITPM) that may act through JXN WATER, INC. for the purpose of complying with the interim stipulated order (as established in the April 4, 2023 amendment).

This grant, utilizing the $54 million in appropriated funds, will build on previous efforts, ensuring continued operation and maintenance to safeguard public health and prevent future emergencies in the City of Jackson's water system.

Activities: Eligible activities will be activities necessary to prevent, limit, or mitigate an emergency situation.

The only activity under this workplan is a contract for operation and maintenance of the public water system.

Scope of services under the contract include but are not limited to:

Water program management support services: Includes leadership, contract administration, project delivery support, and specialty support services such as compliance with the Lead and Copper Rule.

Drinking water system operations and maintenance: Covers staffing, preventive maintenance, repairs, laboratory services, customer complaint handling, and flushing services for water treatment plants, wells, and storage tanks.

Subrecipient: No subawards are included in this assistance agreement.

Outcomes: Deliverables: Plants and wells produce adequate supply of water meeting SDWA requirements to maintain system pressure throughout the service area.

Contractor maintains adequate staffing levels to perform all requirements of the contract.

Plant equipment maintained fully functional and available for service at all times.

Expected outcomes from the activity funded under this agreement may include, but are not limited to the following: Water that meets SDWA requirements to serve all customers at all times with adequate supply and pressure is maintained throughout the system.

Elimination of water-related public health risks within the service area.

Full compliance with all federal and state water regulations.

Intended beneficiaries include: Approximately 189,000 persons served by the City of Jackson public water system.
