Description:
The Association of State and Territorial Solid Waste Management Officials (ASTSWMO) is a nonprofit environmental trade association representing the waste management and remediation programs within the 50 U.S. states, five territories, and the District of Columbia (States/Members). ASTSWMO's mission, adopted as part of ASTSWMO's 2020-2024 strategic plan, is "to enhance and promote effective state and territorial programs and to affect relevant national policies for waste and materials management, environmentally sustainable practices, and environmental restoration." Our strategic plan includes three goals pertinent to the purpose of the proposal: provide assistance to the membership (States); strengthen and develop strategic partnerships in our advocacy of member interest at the federal level; and ensure a sustainable organization for our membership.
The purpose of the cooperative agreement is to promote and stimulate information exchange among state hazardous and solid waste officials, and other state officials actively or potentially involved in the management of these wastes to jointly resolve resource conservation and recovery (RCRA) issues, and identify emerging issues that are at state and/or federal levels.
Activities:
The Association of State and Territorial Solid Waste Management Officials (ASTSWMO) primary functions are to promote effective state programs, enhance the state and federal partnerships, and provide member states technical assistance, training, and forums for information exchange. These functions assist member state programs in developing their program capabilities and managing their programs in the most efficient and effective manner possible. An additional feature of ASTSWMO's nonprofit approach is its relative objectivity. ASTSWMO represents the balanced interest of all state member programs, which necessitates consideration of all sides of any given issue. Collective views and sounding board responses can be gained quickly via the association.

Outcomes:
The work of the subcommittees will achieve these outputs:
- Improved GPRA development process.
- Provide opportunity for up to two persons per state (i.e., state RCRA managers and/or their staff) to participate in EPA sponsored annual RCRA national meetings.
- Increase in the number of state RCRA managers and their staff participating in EPA sponsored RCRA training or other workshops.
- Provide opportunity for state regulatory personnel to participate in full 50 state reviews (or selected state reviews as appropriate) of EPA draft regulations, policy, guidance, and GPRA goal development as requested.
- Provide opportunity for state regulatory personnel to participate in full 50 state reviews (or selected state reviews as appropriate) of EPA technical and/or risk information as requested.
- Participation of officials from appropriate state agencies (transportation, healthcare facilities, solid and hazardous waste, education, etc.) in the IN SMM-related meetings, solid waste managers conference, work groups, and meetings.
- Development and production of webinars, reports, assessments, tools, and resources for sharing of information among state agencies and with EPA.
- Development and dissemination of training and informational materials, research tools, guidance materials, and policy options and recommendations in areas of product stewardship, recycling, and reduction and improved management of priority chemicals.
