CFDA Narrative Excerpt: The purpose of USAID's Bureau for Humanitarian Assistance (BHA) is to provide life-saving humanitarian assistance—including food, water, shelter, emergency healthcare, and other critical aid—to the world's most vulnerable and hardest-to-reach population affected by natural, man-made, and complex disasters. BHA is the lead federal coordinator for international disaster assistance, harnessing the expertise and unique capacities of other U.S. government, non-U.S. entities, and public international organizations to effectively respond to natural disasters, complex crises, and food insecurity around the world. BHA takes a holistic look at humanitarian aid, providing assistance before, during, and after a crisis—from readiness and response to relief and recovery. This includes non-emergency programming that is foundational to linking humanitarian assistance to long-term development and the journey to self-reliance.
Recipient – Catholic Relief Services - USCCB
This award will provide financial support to Catholic Relief Services - USCCB for a program entitled "Proteger e Reconstruir II (Protect and Rebuild II)" in Mozambique. The program's theory of change is that if households have improved access to safe shelter, and if they have access to hygiene information and supplies and sanitation facilities, and if households practice safe hygiene behaviors, and assuming that security conditions in target areas remain sufficiently stable to allow program staff and partners to access affected populations and public health conditions (COVID-19) in target areas do not prevent the project from safely serving affected populations, then conflict-affected displaced households and host communities in Cabo Delgado will have improved living conditions and restored dignity. The total number of beneficiaries that will be supported under this award is 27,200 individuals.
