Cooperative Agreement
Overview
Grant Description
The proposed corridor would be a greenfield high-speed rail (HSR) system that would connect the Cascadia megaregion, including metropolitan Vancouver, British Columbia, the greater Seattle, Washington area, and metropolitan Portland, Oregon, and other multimodal transportation systems via one-hour, low no emission trips, with speeds up to 250 mph.
Under this agreement, the objective of the project is to complete step 2 of the CID process for the Cascadia high-speed rail corridor, building off of work done during step 1 in a separate grant, to complete a service development plan (SDP).
The completion of step 2 will advance the Cascadia high-speed rail corridor towards realizing its potential benefits, bringing the megaregion closer together, addressing congestion and housing challenges, driving bold and sustainable economic growth, and accelerating climate and equity goals.

Funding Goals
THE GRANT WILL SUPPORT THE COMPLETION OF AN SDP FOR CASCADIA HIGH SPEED RAIL CORRIDOR IN PARTNERSHIP WITH FRA. THE MAIN OBJECTIVES OF AN SDP ARE TO IDENTIFY THE DRAFT PURPOSE AND NEED STATEMENT FOR INTERCITY PASSENGER RAIL DEVELOPMENT AND INCORPORATE AN ANALYSIS OF ALTERNATIVES SUPPORTED BY TECHNICAL TRANSPORTATION PLANNING AND CONCEPTUAL ENGINEERING AND INCORPORATE A HIGH LEVEL ANALYSIS AND CONSIDERATION OF ENVIRONMENTAL FACTORS ASSOCIATED WITH THE ALTERNATIVES AND INCLUDE INPUT PROVIDED THROUGH PUBLIC INVOLVEMENT AND COORDINATION WITH RELEVANT PUBLIC AGENCIES AND CONSULTATION WITH TRIBES AND IDENTIFY THE GOVERNANCE STRUCTURE FOR THE IMPLEMENTATION AND OPERATION OF THE CASCADIA HIGH SPEED RAIL CORRIDOR. THE DEVELOPMENT OF THE SDP MAY INFORM THE NEED FOR A PROGRAMMATIC ENVIRONMENTAL REVIEW TO TAKE PLACE DURING STEP 2 OF THE CIDP WHICH WOULD REQUIRE AN AMENDMENT. THE SDP RESULTS IN A CORRIDOR PROJECT INVENTORY THAT IDENTIFIES THE CAPITAL PROJECTS NECESSARY TO ACHIEVE THE PROPOSED SERVICE. THE SDP SERVES AS THE FOUNDATION FOR STEP 3 PROJECT DEVELOPMENT ACTIVITIES UNDER THE CIDP.
