Overview

Grant Description
The objective of the project is to rehabilitate the CFE main line and Decatur Subdivision rail lines to address conditions that have resulted in slow orders, operating speed restrictions, and derailments.

The CFE main line has significant defects which result in slow orders. The Decatur Subdivision has shown numerous rail flaws, geometry defects, and internal defects in recent years. The Decatur Subdivision is excepted track which has deteriorated to the point of an operating speed limit of 10 miles per hour.

Twenty-nine derailments occurred in the project area between 2013 and 2021. The proposed project includes replacing existing rail infrastructure between Warsaw and Etna Green, Indiana. The project includes upgrading a 54.01-mile segment (which includes continuous upgrades from MP 314.5 to MP 363.6 as well as yard tracks and sidings) on the CFE main line and a 14.6-mile segment (MP 72.0 to MP 86.6) on the Decatur Subdivision.

Improvements include replacing existing deteriorated rail with new continuously welded rail, new ties, ballast, and resurfacing. The project also includes replacing 43 at-grade crossing surfaces.

INDOT (the grantee) will complete the following deliverables: a detailed project work plan, budget, and schedule, a final design package, and a final performance report. The project will result in improved safety, reduced slow orders and derailments, and increased operating speeds to FRA Class 2 track (25 mph freight operating speed).

The project beneficiaries include INDOT, CFE, and CSX Transportation (CSXT).
Funding Goals
THE OBJECTIVE OF THE PROJECT IS TO REHABILITATE THE CFE MAIN LINE AND DECATUR SUBDIVISION RAIL LINES TO ADDRESS CONDITIONS THAT HAVE RESULTED IN SLOW ORDERS, OPERATING SPEED RESTRICTIONS AND DERAILMENTS. THE CFE MAIN LINE HAS SIGNIFICANT DEFECTS WHICH RESULT IN SLOW ORDERS. THE DECATUR SUBDIVISION HAS SHOWN NUMEROUS RAIL FLAWS, GEOMETRY DEFECTS, AND INTERNAL DEFECTS IN RECENT YEARS. THE DECATUR SUBDIVISION IS EXCEPTED TRACK WHICH HAS DETERIORATED TO THE POINT OF OPERATING SPEED LIMIT OF 10 MILES PER HOUR. TWENTY-NINE DERAILMENTS OCCURRED IN THE PROJECT AREA BETWEEN 2013 AND 2021. THE PROPOSED PROJECT INCLUDES REPLACING EXISTING RAIL INFRASTRUCTURE BETWEEN WARSAW AND ETNA GREEN, INDIANA.
