Grant Description
The purpose of the award and this agreement funds the City of Hattiesburg, Mississippi (City or Grantee) to complete final design and construction of three project components. The Hall Avenue East Improvements (including a road overpass over Canadian Nationals (CN) rail line), a rail spur, as well as the installation of dynamic message signs (DMS).

The project is made up of three components, and the details include: The Hall Avenue East Improvements component will create a new route through downtown Hattiesburg that reduces the need for users to traverse the 22 existing at-grade crossings. Included in this component is a new overpass that will create a new grade separated crossing over CNS rail line.

The rail spur component of the project will eliminate lengthy switching delays in NS rail yard that is caused by three-point turns. Due to the lack of information regarding the schedule and length of train blockages at crossings in the downtown area, the installation of DMS component of the project will be located at points of entry into downtown. The DMS will inform drivers of blocked crossings providing them with information necessary to choose optimal routes and improve travel time.

The objective of the project is to improve the fluidity and efficiency of vehicular and rail transportation in downtown Hattiesburg.

The project's outcomes and benefits include: Reduction in frequency and length of the most severe train delays, contributing to time savings, reliability, and safety benefits. Creation of a new route for vehicular traffic that's unaffected by train delays, reducing idle and rerouting time, resulting in significant travel time savings, reliability, safety, and emissions savings. Increase in overall reliability of travel time for vehicular traffic, decreases in vehicles miles traveled from late reroutes, and increases in adoption rate of new routes for vehicular traffic.

The project will benefit populations in and around the City of Hattiesburg, Mississippi.
