Overview

Grant Description
This agreement funds the grantee, National Railroad Passenger Corporation (AMTRAK), to conduct workforce development and training activities as part of the Mechanical Craft Workforce Development Apprenticeship Training Program (the project or Mechanical Apprenticeship Program).

Grantee is working in cooperation with grantees labor organizations and grantees mechanical department to implement a three-year Mechanical Apprenticeship Program that will attract new employees and provide upward mobility for current employees. AMTRAK requires a skilled mechanical workforce (i.e., electricians, machinists, car repairmen, pipefitters, boilermakers, utility workers) to maintain its fleet of equipment.

The Mechanical Apprenticeship Program will implement a program that will provide the opportunity for mechanical craft employees to become certified journeymen in their respective trades.

AMTRAK anticipates that approximately 55 apprentices will be part of the Mechanical Apprenticeship Program. Apprentices in the Mechanical Apprenticeship Program will complete 36 total months of training, with six (6) months in the classroom and 30 months of on-the-job training and mentorship.

For crafts included in the program that recognize journeyman certificates or licenses (electricians, sheet metal, machinists), apprentices will be eligible on program completion to take an outside test based on U.S. Department of Labor requirements. The program is designed to meet those requirements, and once more mature, grantee will seek recognition of the program from applicable state licensing boards and the U.S. Department of Labor to expedite eligibility confirmation required to take the relevant tests.

In cases where the U.S. Department of Labor does not recognize a journeyman craft (such as for car repairman), grantee will internally recognize apprentices as journeymen once they have completed the program and will issue a certificate of completion confirming their achievement.
