Overview
Grant Description
The purpose of this award to the South Carolina Department of Motor Vehicles is to provide more accurate, consistent, and reliable monitoring of the administration of CDL skills tests, improve fraud detection and deterrence, improve training for both third-party and state examiners, and enhance overall quality of skills testing.
Additionally, South Carolina Department of Motor Vehicles will conduct a pilot program to test how to see an increase in the number of administration violations being sustained following a contested case hearing and, as a result, the associated CDL disqualification remaining in place for the full time period required by 49 CFR 383.51.

Funding Goals
THE CDLPI PROGRAM OBJECTIVE IS TO PROVIDE FINANCIAL ASSISTANCE TO STATES AND OTHER ELIGIBLE ENTITIES TO CARRY OUT AND IMPROVE THE NATIONAL CDL PROGRAM. THE NATIONAL CDL PROGRAM FOCUSES ON THE CONCEPT THAT EACH DRIVER HAS ONLY ONE DRIVING RECORD AND ONLY ONE LICENSING DOCUMENT COMMONLY REFERRED TO AS ONE DRIVER ONE LICENSE ONE RECORD. FURTHER THE NATIONAL CDL PROGRAM REQUIRES STATES TO CONDUCT KNOWLEDGE AND SKILLS TESTING BEFORE ISSUING A COMMERCIAL LICENSES TO MAINTAIN A COMPLETE AND ACCURATE DRIVER HISTORY RECORD FOR ANYONE WHO OBTAINS A COMMERCIAL LICENSE AND TO IMPOSE DRIVER DISQUALIFICATIONS AS REQUIRED BY THE REGULATIONS.
