Project Description: Conduct planning processes and pre-design for removal of barriers to active transportation in two historically disadvantaged communities on the I-90 corridor.

1) Spokane's East Central Neighborhood, through development of grade separation, to 90% design.
2) Seattle's Judkins Park Station (Sound Transit Light Rail) area, through solutions to be identified, to 30% design.

This project will also help WSDOT develop statewide guidance and tools for active transportation.
