Grant Description
Award Purpose
This project will plan improvements to the access road, docks, piers, mooring capacity, and Harbormaster office at the Saint Paul Harbor.
Activities to be performed
The project includes the following sequential planning and pre-construction activities to prepare for a future construction phase.
Component 1: Planning and Public Involvement
Develop and implement a plan for outreach and engagement with the community, stakeholders, and transportation system users.
The plan will include data collection and analysis, surveys, and public meetings.
Component 2: Harbor Road Design and Preconstruction Project Management
Topographic survey, geotechnical investigation, define/determine right of way requirements, complete an environmental assessment in preparation for construction and permitting.
Evaluate and design 35 percent, 65 percent, 95 percent, and final design sets.
The following measures to improve visibility along the Harbor Road:
Installation of signage, traffic calming measures, and warning systems.
Realignment away from harbor operations where heavy equipment and workers are present.
Installation of proper drainage infrastructure to efficiently collect and divert surface water away from the road.
Develop benefit-cost analysis.
Develop construction bid documents including procurement strategy, preparation of requests for proposal documents soliciting bids from contractors.
Component 3: City North Dock and Piers Design and Preconstruction Project Management
Topographic survey, geotechnical investigation, evaluate and design 35 percent, 65 percent, 95 percent, and final design sets.
The necessary repairs and improvements, additional equipment, utilities, and infrastructure to safely and efficiently accommodate all vessels.
Permitting Clean Water Act Section 10 and 404.
Complete an environmental assessment in preparation for construction and permitting.
Develop benefit-cost analysis.
Develop construction bid documents including procurement strategy, preparation of requests for proposal documents soliciting bids from contractors.
Component 4: City South Dock Design and Preconstruction Project Management
Design 35 percent, 65 percent, 95 percent, and final design sets for the installation and expansion of water, electric, and sewer utilities.
Component 5: Harbormaster's Office Project Management
Topographic survey, geotechnical investigation, NEPA environmental review and permitting.
Design a new and relocated Harbormaster office 35 percent, 65 percent, 95 percent, and final design plan sets.
Develop benefit-cost analysis.
Develop construction bid documents including procurement strategy, preparation of requests for proposal documents soliciting bids from contractors.
