Overview
Grant Description
Award purpose
This project will plan, design, and reconstruct Wharf D of the Puerto Nuevo docks.
Project activities will include demolition and disposal of the existing concrete platform, underwater inspection and debris removal, reconstruction of the concrete platform, and installation of a new fender system and bollards.
Activities to be performed
The project will have two components.
Component 1: Architectural Engineering (A and E) preliminary design and procurement support.
Develop plans, specifications, and cost estimate documents up to a 30 percent completion stage for the project.
The 30 percent completion stage design documents will be used in the procurement of a design-build request for proposal (RFP) to implement the project.
The consultant will also develop design criteria guidelines for the remaining 70 percent design implementation and operation.
Provide bid support and assist in the request for information (RFI) process during design-build bid process.
Component 2: Design-build contract and consulting and project management services.
Element 1: Design complete design-build package from 30 to 100 percent.
Element 2: Construction of Wharf D.
Demolition and disposal
Demolition and disposal of existing platform at Wharf D measuring 400 linear feet (LF) will be systematically demolished.
This will include the removal and disposal of both the concrete elements and the supporting steel piles.
Underwater inspection
A thorough underwater survey will be conducted to detect and catalogue submerged debris.
Subsequent removal of identified debris will be carried out to ensure a clear site for reconstruction.
Reconstruction
Reconstruction of the coffer cell or pile-supported platform and the steel sheet pile platform, including a concrete deck and curb and steel sheet piles for both platforms, new wale beam for the coffer cell platform.
Fender, bollards, and any pertinent ancillary system
The scope of the project will also include the fitting of a fender system and the placement of mooring structures (bollards) at each wharf, which are crucial for the safe berthing of vessels and the effective distribution of mooring forces.
Element 3: Project management consulting and project management services
This will include assistance during the 30 percent design process up to 100 percent final construction documents.
Construction phase
During the construction phase, full-time personnel will conduct all activities required for the design-build contract administration, including but not limited to administrative support, compliance with the plans and specifications, and enforcement and quality assurance of the plans in compliance with federal and local regulations.
Administer the construction contract through the recipient's designated officials, including all required project management activities.
Deliverables
Expected outcomes from page 11, schedule G of the grant agreement.
Performance measure: Cargo volume (gross tons).
Unit reported: Total tons of cargo moved by vessel in the area defined by the project study area.
