Grant Description
Award purpose

The project will reconstruct a deteriorated dock wall, install approximately three rail spurs with switching capability, add covered storage, and purchase and install various cargo handling equipment to redevelop the Menominee Harbor General Cargo Transportation Terminal.

Activities to be performed

Component 1: Initial design and engineering.

This component will provide all design engineering and administrative services required to prepare the project for construction.

Activities will include detailed surveying, geotechnical investigations, permitting, and preparation of construction drawings and technical specifications for all major project elements.

Engineering will also develop construction phasing plans to confirm the bulkhead wall/dock rebuild, rail upgrades, indoor storage facilities, and cargo handling equipment installations are coordinated.

Component 2: Bulkhead wall dock rebuild.

This project will rebuild an approximately 570 linear feet (LF) section of the bulkhead wall using sheet pile to a depth of approximately 327 feet (FT), ensuring it can accommodate fully loaded vessels.

A steel pile cap will cover the sheet pile, and a relieving platform will be installed for cargo transloading.

Component 3: Rail upgrades.

Three new rail spurs totaling approximately 2300 LF will be installed, and four switches added to provide incoming transport for new and additional cargo.

Component 4: Indoor storage.

An approximately 40,000 square foot (SF) storage building will be constructed in the rail area.

It will allow product storage and handling for products that require separation to prevent blending and enable rail car loading of each product independently.

Additionally, a covered storage shed called a rub shed approximately 28,300 SF will be installed at the new dock to provide covered storage for products such as lumber transported by ship.

Component 5: Cargo handling equipment.

The following equipment will be purchased and installed at the terminal: 2 cranes rated at approximately 220 tons, 2 ship loading conveyors, 1 bridge crane, 1 approximately 100 ton forklift replacement, 1 full length truck scale, and 2 each of the following: dump trucks, dump trailers, dump pups, tractors.

Deliverables

Expected outcomes from page 11 schedule G of the grant agreement performance measure cargo volume.

Unit reported: total tons of cargo moved per year (TEUs or short tons).

Cargo volume measures the movement of freight through the project study area.

When applicable, report the total cargo volume and the volume disaggregated by type of freight (i.e., containers in TEU and bulk in tons) or type of intermodal transport (truck or rail).

Measure vessel calls.

Unit reported: total vessel calls per year measures the number of vessels calling to the project study area.

Must be reported in total and disaggregated by any of the following where applicable: vessel type (e.g., container) reported in total and disaggregated by any of the following where applicable: vessel type (e.g., container, bulk, RO-RO, LNG), freight capacity, vessel length, or other.

Intended beneficiary: City of Menominee.
