Grant Description
Award purpose

This project will fund the final design and construction of improvements that will reinstate on dock and near dock rail connections to the Port of Bellingham's shipping terminal.

The project will also connect the terminal to the BNSF mainline to provide direct rail service in and out of the port.

Activities to be performed

The project consists of the following three components.

Component 1: Engineering design and permitting.

Engineering and design from preliminary through final field studies, surveys, and investigations.

Alternatives analysis including site layout evaluation, local permits, city, state.

Property agreements i.e., Washington Department of Natural Resources.

Contract bid document advertisement, evaluation, and award.

Component 2: Construction project management.

Purchase rail construction materials: aggregates, ties, rails, spikes, etc., used or new under the advice of consultants and contractors.

Mobilization, demolition, site preparation, subgrade structural improvement, utility relocation and/or installation.

Install subballast, bottom ballast, and top ballast.

Unload and stockpile rail and ties.

Weld rail (LTD continuous welded rail) to grade.

Grading materials management: distribute ties, bed crossties, set CWR on ties, and clip surface line dress track.

Stress and reclip track.

Furnish and install bumpers.

Asphalt pavement and/or concrete.

Drivable rail crossing surfaces, fencing, relocation of shipping terminal access, guard shack replacement, gate relocation.

Develop record drawings.

Component 3: Construction management project management engineering support during construction.

Inspection, testing, resolve punch list items, project closeout.

Deliverables expected outcomes from Schedule G, page 11 of the grant agreement.

Performance measure: Cargo.

Unit reported: Economic competitiveness and opportunity.

Total gross tons of freight moved per year.

Gross tons are defined as freight cargo minus tare weight of the rail cars.

When applicable, report the gross tonnage disaggregated by type of intermodal transport: transload to truck or maritime facility.

Performance measure: Reportable events.

Unit reported: Total number of reportable events per year.

A reportable event is defined as a safety or security event occurring in the project study area, such as railyard facility, that results in one or more of the following conditions:

A fatality confirmed within 30 days of the event.

An injury requiring immediate medical attention away from the scene for one or more persons.

Property damage equal to or exceeding $25,000.

Collisions involving vehicles or derailments of locomotives.

An evacuation for life safety reasons.

Intended beneficiary: Port of Bellingham.

Subrecipient activities: None.
