AWARD PURPOSE THE PROJECT FUNDS SITE PREPARATION DRAINAGE IMPROVEMENTS AND CONSTRUCTION OF 50000 SQUARE FOOT SQ FT MULTIMODAL TRANSIT SHED PROVIDING ENHANCED RAIL AND TRUCK CONNECTIVITY FOR MARINE CARGO. ACTIVITIES TO BE PERFORMED THE PROJECT CONSISTS OF THREE COMPONENTS
COMPONENT 1 ENGINEERING AND CONSTRUCTION MANAGEMENT PRELIMINARY THROUGH FINAL ENGINEERING AND DESIGN FOR THE PROJECT BID DOCUMENT DEVELOPMENT ADVERTISEMENT EVALUATION AND AWARD ENGINEERING SUPPORT DURING CONSTRUCTION PUNCH LIST ITEM REVIEW AND RESOLUTION INSPECTIONS AS REQUIRED PROJECT CLOSE OUT COMPONENT 2 ENVIRONMENTAL AND PERMITTING COORDINATION AS REQUIRED WITH RESPECTIVE AGENCIES SUCH AS TX SHPO IF ANY HISTORIC OR CULTURAL MATERIALS ARE DISCOVERED WITHIN THE PROJECT AREA. PERMITTING WILL INCLUDE A BUILDING PERMIT WITH THE CITY OF PORT ARTHUR CITY WHICH CORPORATES JEFFERSON COUNTY DRAINAGE DISTRICT NO 7 REVIEW OF THE PRE AND POST POST RUNOFF CALCULATIONS AS A PART OF THE CITYS PERMITTING PROCESS. COMPONENT 3 CONSTRUCTION NEW TRANSIT SHED: THE NEW TRANSIT SHED IS PLANNED TO BE 50000 SQFT IN SIZE AND WILL CONTAIN RAIL SIDING ACCESS AND LOADING DOCK AREAS FOR TRUCK LOADING CONTAINING THE FOLLOWING FEATURES ENGINEERED STEEL BUILDING DESIGNED TO WITHSTAND CURRENT WINDSTORM RATINGS IN ACCORDANCE WITH THE CURRENT BUILDING CODE AND ASCE 7 WITH THE FOLLOWING CHARACTERISTICS EAVE HEIGHT APPROXIMATELY 38 FEET ROOF TYPE GABEL ROOF SLOPE 1V 12H STORMWATER COLLECTION: GUTTERS AND DOWNSPOUTS INTERIOR LIGHTING LED EXTERIOR LIGHTING LED WALL PACKS AND UP TO 6 LIGHT POLES WITH LED FIXTURES FIRE PROTECTION SYSTEM SPRINKLER SYSTEM RESTROOM FACILITY FOUNDATION SLAB ON GRADE CONSTRUCTED ON ELEVATED SITE FILL AUGER CAST BELLED PIERS TO SUPPORT THE BUILDING COLUMN REACTIONS RAIL EXPANSION APPROXIMATELY 840 TRACK FEET WILL BE ADDED TO EXISTING RAIL TRACK WHICH INCLUDES THE INSTALLATION OF A RAIL TURNOUT TO CREATE TWO PARALLEL TRACKS. A SMALL DIAMETER FRENCH DRAIN WILL BE INSTALLED BETWEEN THE TWO RAIL TRACKS TO PROVIDE DRAINAGE TO THE RAIL BED. THE FRENCH DRAIN WILL TIE INTO AN UNDERGROUND STORM SEWER WITHIN LAKESHORE DRIVE THAT WAS PREVIOUSLY INSTALLED ANTICIPATING FUTURE RAIL. THE DEPTH OF THE RAIL SECTION IS 2 88 FEET FROM TOP OF RAIL THE BOTTOM OF THE SUB BALLAST. TOTAL DEPTH OF EXCAVATION FOR THE RAIL CROSS SECTION WILL BE PROXIMATELY 24 30 INCHES INTO THE EXISTING SUBGRADE. MECHANICAL RAIL BUMPERS WILL BE MECHANICALLY FASTENED AT THE TERMINUS OF EACH TRACK. RELOCATION OF EXISTING OVERHEAD UTILITIES AN EXISTING OVERHEAD PRIMARY ELECTRIC CIRCUIT LOCATED ALONG THE EAST SIDE OF THE HOUSTON AVENUE ROW AND ALONG THE SOUTH SIDE OF THE 4TH STREET ROW WILL BE RELOCATED UNDERGROUND. ENTERGYTEXAS IS THE ELECTRICAL PROVIDER AND WILL BE RESPONSIBLE FOR THE PHYSICAL CONSTRUCTION TO RELOCATE THE CONDUCTORS. RELOCATION OF A PRIMARY CIRCUIT REQUIRES REDUNDANT CONDUIT. THIS WILL INVOLVE THE INSTALLATION OF TWO 6 INCH CONDUITS AND APPROXIMATELY TWO ENTERGY PULL BOXES. THE SIZE OF THE PULL BOXES ARE 4 FEET WIDE 8 FEET LONG 4 FEET DEEP. THE CONDUIT WILL BE PLACED IN AN EXCAVATED TRENCH THAT IS APPROXIMATELY 2 FEET WIDE 3 5 FEET DEEP AND WILL PROVIDE A MINIMUM OF 3 FEET OF COVER. THE PULL BOXES WILL REQUIRE AN EXCAVATION WITH A 6 FEET WIDE 10 FEET LONG FOOTPRINT AND 4 FEET DEEP. COMMUNICATIONS UTILITIES WILL BE PLACED IN 4 INCH DIAMETER CONDUITS IN A SEPARATE TRENCH LOCATED 4 FEET AWAY AND PARALLEL TO THE ELECTRICAL CONDUITS. DEPTH OF TRENCH WILL BE APPROXIMATELY 3 5 FEET DEEP. SECONDARY ELECTRIC AND COMMUNICATION LINES ARE IN THE EAST WEST ALLEY BETWEEN 4TH STREET AND LAKESHORE DRIVE. EFFORTS WILL BE MADE TO REMOVE ALL THESE UTILITIES THAT ARE NOT BEING UTILIZED. THOSE THAT ARE NOT NEEDED WILL BE REMOVED. THE REMAINDER WILL BE RELOCATED. DELIVERABLES EXPECTED OUTCOMES FROM SCHEDULE G OF THE GRANT AGREEMENT PAGE 14 MEASURE CARGO VOLUME RAIL. CATEGORY AND DESCRIPTION ECONOMIC COMPETITIVENESS AND OPPORTUNITY TOTAL GROSS TONS OF FREIGHT MOVED PER YEAR. GROSS TONS ARE DEFINED AS FREIGHT CARGO MINUS TARE WEIGHT OF THE RAIL CARS. WHEN APPLICABLE REPORT THE GROSS TONNAGE DISAGGREGATED BY TYPE OF INTERMODAL TRANSPORT TRANSLOAD TO TRUCK OR MARITIME FACILITY.. MEASUREMENT FREQUENCY QUARTERLY. MEASURE CARGO STORAGE TEU BULK CARGO RORO. CATEGORY AND DESCRIPTION ECONOMIC COMPETITIVENESS TOTAL CARGO STORAGE FOR PROJECT STUDY AREA.
