Overview
Grant Description
Award Purpose
The project will upgrade a functionally obsolete and structurally deficient truck route to improve access to the Port of Camden from I 676 by reconstructing nearly three miles of key roadway infrastructure.
Project elements include truck turning radius improvements, pavement reconstruction, resurfacing and reconstruction of curbs and sidewalks, new stormwater drainage and infrastructure, sewer repairs, ADA ramps, traffic calming, new traffic signals and crosswalks, improved street lighting, striping, and new signage.
Activities to be performed
The project will be completed in four components with the following elements:
Component 1: Engineering and Design
This component will further continue the preliminary engineering work outside of the project scope and budget already completed for the project's construction components to finalize the surface level roadway and subsurface drainage and sewer conditions and requirements.
Engineering support during construction, reviewing documents, designs.
Component 2: Right of Way Acquisition (ROW)
ROW acquisition of a parcel to conduct truck turning radius improvements at the intersection of Atlantic Avenue and Broadway.
Component 3: Construction Management
Engineering support during construction, manage project submittals, RFI and field modifications, perform daily construction inspections, prepare pay estimates, punch list item review resolution, prepare and/or coordinate project closeout.
Component 4: Construction
Reconstruction combined sewer improvements and utility improvements of segments of the following streets:
Atlantic Avenue between Ferry Ave and 7th St adjacent to Exit 4 of I 676,
Ferry Avenue between Mechanic Avenue and Broadway,
Broadway County Route 551 between Atlantic Avenue to south of Chelten Ave at existing RR bridge.
Detailed elements include separation of combined sewer improvements and utility improvements, watermain replacement, relocation and service replacement, full depth reconstruction of roadway pavement, new stormwater drainage collection and conveyance systems, combined sewer repairs including relining and reconstruction, ADA ramps, traffic calming including tree pits, new traffic signal infrastructure and pedestrian signals and crosswalks, improved street lighting, striping and regulatory signage, wayfinding signage, milling and resurfacing of side streets used for detour routes, reconstruction of curbs and sidewalks, stormwater infrastructure improvements, milling and resurfacing of existing pavement for majority of Atlantic Avenue truck turning radius improvements.

Measure: Average Daily Truck Traffic (ADTT).
Category and description: Economic competitiveness, average traffic volumes per day.
Count collection can be self-reported using industry standards, such as identified in the FHWA Traffic Data Computation Method Pocket Guide. Counts can also be reported using state or national traffic volume databases. The total for the project study area must be reported, but reporting can also be disaggregated by route.
Measurement frequency: Quarterly.
Measure: Truck turn time.
Category and description: Economic competitiveness and opportunity, environmental sustainability, average truck turn time (minutes).
Amount of time from truck gate exit to Route 676.
Measurement frequency: Quarterly.
Intended beneficiary: County of Camden.
