Grant Description
Award purpose
The project will complete portions of a master plan that include the planning and design studies for carbon neutralization of on port operations.
The development of two inland cargo centers and the development of further strategies for on and off port sites.
Activities to be performed
The project will complete portions of a master plan that include the planning and design studies for carbon neutralization of on port operations.
The development of two inland cargo centers and the development of further strategies for on and off port sites.
Element 1: Project management.
Element 2: On port components of net zero plan.
Energy plan.
Planning and design to achieve carbon neutrality including the introduction of sustainable energy sources if feasible of on port functions.
Prepare a port wide emission study.
Stormwater master resiliency plan.
Prepare a master plan for stormwater management within the port.
Planning and preliminary designs for individual on port projects incorporating the above studies.
Element 3: Off port initial sites selection.
A site search will be conducted to update the potential location for the inland port including an initial evaluation of each potential site.
Element 4: Off port strategies.
The master plan will utilize PortMiami's cargo forecasts to establish the roles and operational strategies for off port facility that includes proximity to rail and highway distribution centers support spaces as a relief for overflow from PortMiami.
Element 5: Site refinement and development program.
This process will screen selected locations and generate a site development program for no more than three (3) off port sites to determine available site acreage.
Cargo laydown and processing area.
Rail yard and intermodal transfer area if applicable.
Warehousing and distribution area.
Environmental preservation mitigation areas, if any.
Element 6: Stakeholder engagement.
This master plan process will seek input from both public and private parties including port users, distributors, and other government agencies including the Florida Department of Transportation (FDOT).
Element 7: Off port site selection and due diligence.
The next element of the master plan is selecting no more than 2 off port sites to study in detail including transportation and traffic studies including rail and major highway connections.
Due diligence data collection including as built drawings, geotechnical survey, topography, drainage, soil study, etc.
Environmental studies which will look at National Environmental Policy Act (NEPA) requirements.
Land use studies to evaluate how the project will fit within the regional and local land use plans.
Element 8: Off port net zero plan.
The selected sites will have a master plan and include the following:
Conceptual master planning site layout.
Future market demands.
Environmental impact and minimization strategies.
Energy and electrification study includes emission study.
Preliminary budget.
Economic impact.
Element 9: Net zero plan financial model.
Prepare the business and financial plan for the master plans.
Element 10: Off port land acquisition.
Identify and prepare the necessary activities for the acquisition of the selected properties for the inland port.
Element 11: On and off port implementation plan.
Prepare the implementation plan that will lay out the execution strategy for project phasing.
Element 12: Detailed site planning.
Prepare plans and designs to initiate the implementation plan phase 1 for example at both on port and off port locations.
