Grant Description
Award Purpose
The project will include the following improvements to Wharf C:
1. Replace concrete platform with a new one that will allow operational cargo loads up to 600 PSF.
2. Rehabilitate the existing asphalt and install new post and fence fabric for both preferential and tenant cargo areas.
3. Install new LED lighting systems and underground electrical rehabilitation.
4. Rehabilitate an existing fire protection system.
5. Construct a storm sewer system.
6. Rehabilitate the existing water distribution systems.
Activities to be Performed
The project will have two components.
Component 1: Program Construction Management.
Perform program construction management activities such as but not limited to permitting support, quality control, safety management, and project phasing.
Component 2: Design Build.
Element 1: Wharf Reconstruction.
Rehabilitate approximately 600 linear feet of the existing Wharf C.
The work includes demolition of the existing concrete platform and substructure as needed.
The new wharf will be designed to allow operational cargo loads of up to 600 PSF.
The rehabilitated wharf includes utilities, fire suppression system, mooring hardware, and new fenders.
Element 2: Landside Pavement and Utilities Improvements.
Rehabilitate up to approximately 350,000 square feet (SF) of existing paved area across Wharf C, accessible portions, Wharf D cargo patio, and adjacent employee parking, and install new post and fence fabric for both preferential and tenant cargo areas.
Install LED lighting fixtures, three high mast poles, and underground electrical improvements.
Rehabilitate the existing fire protection system of the preferential cargo area.
Construct a new storm sewer system including the removal of old sewer lines and rehabilitate the water distribution system.
Deliverables
Expected outcomes from page 11, Schedule G of the grant agreement:
Measure cargo volume (gross tons).
Category and description: Economic competitiveness.
Total tons of cargo moved per year (TEUs or short tons).
Measurement frequency: Annual.
Measure vessel calls.
Category and description: Economic competitiveness.
Total vessel calls per year (number).
Measurement frequency: Annual.
