Project Grant
Overview
Grant Description
Award Purpose
The project will construct a state of the art area for loading and discharging containers on and off the rail at the Port of Wilmington.
The project will construct four dedicated rail sidings two at 1224 feet and two at 1151 feet.
The project will also pave approximately 9.7 acres around the rail siding, deploy three specialized and dedicated reach stackers to unload load rail cars, and includes technology system enhancements.
Activities to be Performed
The project will install three container stacking yard lights masts, luminaries, conduit, and foundation, apply line and corner marking and signage, employ 120 roadway jersey barriers, install 4750 feet of working track on four sidings, two at 1224 feet and two at 1151 feet, and pave the transfer areas on both the east and west side of the intermodal yard.
Roughly 9.7 acres of the intermodal area will be paved for roadways and storage.
This will consist of a mix of newly paved surface, repaving of existing pavement, and full depth reclamation of former pavement.
New technology system enhancement will be implemented to include optical character recognition (OCR), radio frequency identification (RFID), and other connectivity needs.
The area will include improved paving for future rail mounted gantry cranes along 500 linear feet near the rail track.
Three new reach stackers will be purchased and commissioned.
Deliverables Expected Outcomes Performance Measure Table from Schedule G Page 10 of the Grant Agreement
Freight Movements Number of Containers Moving Through the Intermodal Yard by Rail.

Freight Movements Number of Vehicles.
Economic Competitiveness Count of the number of trucks that move though the terminal defined by the number of containers that moved through the intermodal yard after subtracting the number moved by rail. Quarterly.
Intended Beneficiary
North Carolina State Port Authority.
Subrecipient Activities
