Grant Description
Award Purpose
The project replaces an existing electrical substation and circuit located within the port facility. Additionally, the project will construct a solar array and battery storage.
Activities to be performed
The project comprises replacing an end of life electrical substation with a state of the art substation and circuit and installing a solar array with battery storage. The project consists of the following components.
Component 1
Design and construct a replacement for Circuit 2. This item will replace Circuit 2 linked to the substation with an upgraded circuit in the same location.
Component 2
Design and construct a new 12MW substation. The new substation will replace an outdated substation, integrate the renewable power generation from the new solar array, support the expansion of the electric equipment heavy duty trucks fleet and yard tractors at the Port of Oakland, and provide additional power to increase usage of electric power for vessels while at berth, including non-container vessels such as vessels in the Federal Defense Fleet and harbor craft (i.e., tugs). Improve port and community electrical grid resiliency and support the power needs for the future redevelopment of the Oakland Army Base (OAB), which would include additional refrigerated and non-refrigerated warehousing.
Component 3
Design and construct a 3MW 12MWH battery storage system to increase the renewable power supply and provide resiliency during power shutdowns or curtailments.
Component 4
Design and construct a 2.7MW solar array to increase the renewable power supply and provide power during shutdowns or curtailments.
Deliverables
Expected outcomes performance measure table from Attachment C page 8 of the grant agreement greenhouse gas (GHG) emissions environmental sustainability protection. The total calculated GHG emissions, carbon monoxide, and particulate matter for the applicable modal model for elements defined in the project study area.
