Grant Description
Award purpose
The proposed project will construct approximately 400 linear feet of new berth with integral bulkhead wall and dredging of the ports berth.
Perform site preparation and upland improvements adjacent to the berth to include drainage, water, and electric service, and acquire an adjacent approximate 6 acre former glass manufacturing facility and perform associated site preparation and improvements.
Activities to be performed
There are six proposed project components.
Component 1: Grant administration and property acquisition.
Grant administration to include project reporting preparation and oversight, preparation and submission of financial reporting and reimbursement packages, acquisition of the former industrial 6 acre property located adjacent to the Port of Salem, wage compliance review interviews and reporting, and assisting with grant closeout activities.
Component 2: Engineering and design.
Pre-construction engineering and design for the 6 acre property improvements.
Component 4: Engineering services during construction to include project oversight and supporting the project closeout process.
Component 3: Berth construction and upland area improvements.
Berth construction: the new berth will consist of a new bulkhead along the entire approximate 400 foot length, a high level concrete deck, fenders, and mooring cleats.
To expedite state and federal permit approvals, the new bulkhead will be located waterside of the existing bulkhead and the existing timber bulkhead demolished, thereby minimizing impacts and facilitating the environmentally least impactful project improvement.
Lastly, maintenance dredging of the adjacent berth to the authorized 16.5 foot depth will be performed to prepare the site for the further dredging to 22.5 foot depth contemplated in Component 5.
Upland area improvements
Following demolition of existing infrastructure, the elevation of the site will be raised up to approximately 36 inches through a combination of material reuse, backfill, and pavement.
Activities include demolishing existing shed building, backfill to FEMA flood elevation, providing dense graded aggregate (DGA) surface, paved quay area at berth, installing drainage pipe and outfalls, potable water and sanitary sewer extensions, installing high mast light towers, LED luminaires, and power panels, transitioning new site grades to existing rail track, installing hydrants, installing perimeter fencing, providing guard booth and administration trailer, and providing electric infrastructure such as a meter box, disconnect switch, distribution panel box, conductors, conduit, and pull boxes.
Component 4: 6 acre property improvements.
Following acquisition of the 6 acre site, the recipient will demolish the on-site building 7 and a concrete silo, perform site grading and stormwater management, install perimeter fencing and gates, and install stone surfacing to support upland port operations.
Component 5: Berth dredging.
Following construction of the roughly 400 foot berth high level deck and bulkhead wall, river dredging to elevation 22.5 feet mean low water (MLW) depth will occur.
Component 6: Construction inspection.
Construction phase engineering and design support to include project oversight, routine inspections, and final inspection activities, assisting with contractors' completion of punch list items and assisting with closeout at the conclusion of construction.
