Grant Description
AWARD PURPOSE THE PROJECT WILL EXPAND THE EXISTING DOCK BY APPROXIMATELY 375 FEET TO DEEPER WATER TO ACCOMMODATE GROWING FREIGHT CARGOES AND TO MINIMIZE OPERATIONAL CONFLICTS BETWEEN FREIGHT AND CRUISE MOVEMENTS BOTH ONSHORE AND IN THE HARBOR. THE CORRIDOR IMPROVEMENT PROJECT
COMPONENT WILL CREATE A ROADWAY CONNECTION BETWEEN THE FREIGHT DOCK AND THE EXISTING AIRPORT ROAD ALLOWING IMPROVING SAFETY BETWEEN ONSHORE FREIGHT MOVEMENTS AND CRUISE PASSENGER PEDESTRIAN MOVEMENTS. ACTIVITIES TO BE PERFORMED COMPONENT 1 PROJECT ADMINISTRATION GRANT MANAGEMENT AND PROJECT MANAGEMENT INCLUDES ALL CONTRACT ADMINISTRATION PRELIMINARY PLANNING TO ACTIVATE THE PROJECT ADMINISTRATION THROUGH THE ENVIRONMENTAL PERMITTING AND ENGINEERING DESIGN AND PROJECT CLOSEOUT ACTIVITIES. ENVIRONMENTAL COMPLIANCE ALL EFFORTS IN DIRECT SUPPORT OF THE ENVIRONMENTAL DOCUMENTATION AND NEPA COMPLIANCE PROCESS. ENGINEERING DESIGN CONCEPTUAL THROUGH FINAL DESIGN PHASE WORK WILL INCLUDE DESIGN ACQUISITION OF ALL REQUIRED PERMITS AND PROVISION OF CONSTRUCTION BID DOCUMENTS FOR THE PROJECT. CONSTRUCTION MANAGEMENT INCLUDES ENGINEERING SUPPORT DURING CONSTRUCTION CONSTRUCTION INSPECTIONS THROUGHOUT THE PROJECT DURATION AND PROJECT CLOSEOUT SUPPORT. COMPONENT 2 DOCK AND ROAD CONSTRUCTION FREIGHT DOCK EXPANSION LENGTHEN THE EXISTING DOCK BY APPROXIMATELY 375 AND WIDEN THE EXISTING DOCK FROM APPROXIMATELY 200 TO 335. IMPORT AND PLACE ENGINEERING FILL MATERIAL TO SERVE AS THE NEW SURFACE FOR THE IMPROVED DOCK SURFACE AREA. SALVAGE AND REINSTALL THE EXISTING GROIN AND PART OF THE EXISTING DOCK INCLUDING ARMOR ROCK AND SHEET PILE FOR THE DOCK EXTENSION. INSTALL A NEW DOCK FENDER SYSTEM THAT INCLUDES A MOORING DOLPHIN CATWALK FACE BEAM AND CATHODIC PROTECTION. NEW DOCK UTILITIES FUEL EXTENSION WATER STORMWATER MANAGEMENT AND LIGHTING. CORRIDOR IMPROVEMENT A NEW ROADWAY ALIGNMENT AND CONNECTION BETWEEN THE FREIGHT DOCK AND THE EXISTING ROAD. THE FINAL ALIGNMENT WILL HAVE AN APPROXIMATE LENGTH OF 3000 IN TWO SEGMENTS. THE NEW ROADWAY WILL CONSOLIDATE TWO AT GRADE RAIL CROSSINGS INTO A SINGLE NEW CROSSING OVER MULTIPLE TRACKS. DELIVERABLES EXPECTED OUTCOMES PERFORMANCE MEASURE TABLE FROM ATTACHMENT C PAGE 9 OF THE GRANT AGREEMENT. MEASURE VESSEL CALLS. DESCRIPTION AND CATEGORY OF MEASURE ECONOMIC COMPETITIVENESS VESSEL TYPE AND OR FREIGHT CAPACITY OF THE VESSELS CALLING TO THE AREA DEFINED IN THE PROJECT STUDY AREA.. MEASUREMENT PERIOD BASELINE MEASUREMENT ANNUAL AVERAGE ACCURATE AS OF THE PRE PROJECT MEASUREMENT DATE POSTCONSTRUCTION PERFORMANCE MEASURES ACCURATE AS OF THE FIRST DAY OF THE QUARTER.. REPORTING PERIOD BASELINE MEASUREMENT PRE PROJECT REPORT DATE POST CONSTRUCTION PERFORMANCE MEASURES FOR A PERIOD OF 3 YEARS BEGINNING THE FIRST FULL QUARTER AFTER THE CONSTRUCTION SUBSTANTIAL COMPLETION DATE FOR A PERIOD OF 12 CONSECUTIVE QUARTERS. MEASURE VESSEL EFFECTIVE TIME. DESCRIPTION AND CATEGORY OF MEASURE EFFICIENCY VESSEL LAYTIME AND BERTH TIMEFRAMES CALLING TO THE AREA DEFINED IN THE PROJECT STUDY AREA.
