Grant Description
Purpose: The purpose of this grant is to implement the North Dakota Digital Equity Plan developed pursuant to the State Digital Equity Planning Grant Program.

Activities to be performed: The proposed project activities include:

Develop a digital inclusion webtool that consolidates available digital equity programs, offerings, and resources across the state into one inventory of digital equity resources;

Collecting feedback and applying guidance on how resources can better reach, serve, and respond to the needs of covered populations;

Providing funding to state agencies to expand and/or adjust existing DE programs and resources to better reach covered populations;

Convening Internet Service Providers (ISPs) to establish objectives for a cybersecurity certification program, then identifying a subrecipient to finalize development of the certification program.

Expected outcomes: The proposed projects will result in:

Low-income and veteran populations will benefit from digital literacy educational initiatives and digital inclusion efforts that will provide upskilling and workforce development opportunities;

Rural populations and individuals who are members of racial or ethnic minority groups will benefit from economic diversification as more regionally and culturally specific opportunities and services move online;

Low-literacy populations and English learners will benefit from regional economic diversification integrated into the workforce;

Aging individuals, especially those who face the risk of adverse health outcomes, will receive the necessary digital skills to navigate and benefit from key resources;

Individuals with disabilities, especially those with behavioral health needs, will benefit from enhancing accessibility of services.

Intended beneficiaries: Residents of the state of North Dakota and principally unserved and underserved covered populations statewide.

Subrecipient activities: The recipient does plan to subaward funds. The purpose is for implementing the DE plan activities.
Funding Goals
TO PROVIDE FUNDS TO STATES AND U.S. TERRITORIES TO IMPLEMENT THE STATE DIGITAL EQUITY PLANS DEVELOPED PURSUANT TO THE STATE DIGITAL EQUITY PLANNING GRANT PROGRAM. THE STATE DIGITAL EQUITY CAPACITY GRANT PROGRAM NOFO ALSO ESTABLISHES A COMPETITIVE PROGRAM TO MAKE BOTH STATE DIGITAL EQUITY PLANNING GRANT PROGRAM FUNDS AND STATE DIGITAL EQUITY CAPACITY GRANT PROGRAM FUNDS AVAILABLE TO NATIVE ENTITIES TO CARRY OUT DIGITAL EQUITY AND INCLUSION ACTIVITIES CONSISTENT WITH THE DIGITAL EQUITY ACT.
