Purpose: The purpose of this grant is to implement the New Jersey Digital Equity Plan developed pursuant to the State Digital Equity Planning Grant Program.

Activities to be performed: The proposed project activities include: establishing standards in digital literacy for the state’s adult learners and offering a tool for measuring skills and progress in learning digital literacy; a competitive subgrant program will provide approximately 25 eligible entities awards to increase the skills and confidence of covered populations in using the Internet and devices; an integrity monitor will be engaged to assure that the subgrant processes, policies, and procedures clearly reflect state standards and best practices in the granting of federal funds.

Expected outcomes: The proposed projects will result in: improved access to essential government services; increased digital literacy skills; increased access to affordable home-based and community connectivity, appropriate devices, and technical support.

Intended beneficiaries: Residents of the State of New Jersey and principally unserved and underserved covered populations statewide.

Subrecipient activities: The recipient does plan to subaward funds. The purpose is for implementing the DE Plan activities.

THE STATE DIGITAL EQUITY CAPACITY GRANT PROGRAM NOFO ALSO ESTABLISHES A COMPETITIVE PROGRAM TO MAKE BOTH STATE DIGITAL EQUITY PLANNING GRANT PROGRAM FUNDS AND STATE DIGITAL EQUITY CAPACITY GRANT PROGRAM FUNDS AVAILABLE TO NATIVE ENTITIES TO CARRY OUT DIGITAL EQUITY AND INCLUSION ACTIVITIES CONSISTENT WITH THE DIGITAL EQUITY ACT.
