Overview

Grant Description
Purpose: The purpose of this grant is to provide states with funding to operate reemployment services and eligibility assessment programs that assist individuals receiving unemployment insurance (UI) benefits by providing them with reemployment services and referrals to other available programs and services.

These funds are also used by states to conduct assessments of participants' continuing eligibility for UI benefits.

Activities to be performed: Participating states must use interventions and strategies that are supported by evidence and proven to be effective in helping recipients of UI benefits return to work.

Alternatively, states may elect to test and evaluate new reemployment strategies and interventions.

All RESEA funded activities must be aligned with four program goals:

1. Reduce UI duration through improved employment outcomes
2. Strengthen UI program integrity
3. Promote alignment with the vision of the Workforce Innovation and Opportunity Act (WIOA) of integrated and seamless services across federal, state, and local workforce, education, and training programs
4. Establish RESEA as an entry point to other workforce programs.

Expected outcomes: RESEA is intended to shorten unemployed individuals' duration of receiving UI benefits by assisting them to quickly return to work.

Intended beneficiaries: Individuals receiving regular UI benefits are eligible for RESEA and states may further prioritize selection among this population.

In most cases, states target RESEA services to recipients of UI benefits who have been identified as most likely to exhaust their UI benefits before becoming reemployed.

Subrecipient activities: Grants are provided to state agencies that may partner with local workforce service providers.
