Overview

Grant Description
Purpose: The purpose of this grant is to implement the Massachusetts Digital Equity Plan developed pursuant to the State Digital Equity Planning Grant Program.

Activities to be performed: The proposed project activities include:

Provide free, in-unit Wi-Fi in public housing or in low-income neighborhoods;

Improvements to inadequate broadband in public spaces to increase daily use and services;

Establish and implement digital literacy training programs to ensure that target populations have the requisite skills to use devices, online resources, and digital tools;

Secure new or used internet-enabled devices that can be distributed to target populations to improve access to affordable devices;

Provide direct assistance to populations to ensure that covered populations are aware of and able to access affordable internet options such as digital skills training, devices, and technical support.

Expected outcomes: The proposed projects will result in:

Improving covered populations' access to high-speed broadband, increasing daily use and services;

Improving broadband availability, affordability of devices, and accessibility of tech support;

Increasing covered populations' digital skill level to use devices, online resources, and digital tools.

Intended beneficiaries: Residents of the Commonwealth of Massachusetts and principally unserved and underserved covered populations statewide.

Subrecipient activities: The recipient does plan to subaward funds. The purpose is for implementing the DE Plan activities.
Funding Goals
TO PROVIDE FUNDS TO STATES AND U.S. TERRITORIES TO IMPLEMENT THE STATE DIGITAL EQUITY PLANS DEVELOPED PURSUANT TO THE STATE DIGITAL EQUITY PLANNING GRANT PROGRAM. THE STATE DIGITAL EQUITY CAPACITY GRANT PROGRAM NOFO ALSO ESTABLISHES A COMPETITIVE PROGRAM TO MAKE BOTH STATE DIGITAL EQUITY PLANNING GRANT PROGRAM FUNDS AND STATE DIGITAL EQUITY CAPACITY GRANT PROGRAM FUNDS AVAILABLE TO NATIVE ENTITIES TO CARRY OUT DIGITAL EQUITY AND INCLUSION ACTIVITIES CONSISTENT WITH THE DIGITAL EQUITY ACT.
