Overview

Grant Description
LISC (LOCAL INITIATIVES SUPPORT CORPORATION) requests $4,000,000 from the Department of Labor as an intermediary applicant to implement a 42-month Growth Opportunities Project (Young Adult Reentry Bridges to Career Opportunities). This project prepares justice-involved young adults (ages 18-24) to access equitable career opportunities and improve their long-term economic prospects and well-being. The project includes engaging in key growth opportunities activities such as paid work experience, occupational education and training in in-demand industries, leadership development, mentorship, and placement into next-level job or education opportunities after completion of the initial paid work experience.

Over the project and follow-up period, LISC's network of four subgrantees - all longstanding, trusted community-based organizations with strong track records of workforce development and working - will serve 350 eligible 18-24 year-old young adults. The project's cost per participant will be just under $11,429.

Subgrantees will implement all of the required program components, including:
1) Basic services (job preparation, career exploration, trauma-informed coaching, individual development plans with local labor market information, employment barrier identification, and needs assessment)
2) Paid work experience at a minimum wage of $15/hr (or higher if local minimum wage is higher)
3) Mentorship and leadership development
4) Placement into next-level education, training, or employment opportunities
5) Follow-up services, including ongoing coaching, for a minimum of 12 months to help ensure career and educational success and mitigate obstacles.

LISC's subgrantees have written commitments from all required growth opportunities partners and will leverage these partner commitments to deliver high-quality programming. The subgrantee required partner types and names are as follows:

The outcomes, reflecting WIOA and REO-specific performance indicators, are as follows:
- Eligible young adults enrolled via four subgrantees in three urban communities and a rural region across four states:
- 74% education and employment rate second quarter after exit
- 66% education and employment rate fourth quarter after exit
- $5,875 median earnings second quarter after exit
- 75% measurable skills gains
- 60% credential attainment
- 4 arrests for violent crimes
- 7% recidivism rates.
