Grant Description
Program Purpose
Award Purpose: The purpose of this demonstration program is to support transformative efforts to improve job quality and availability of good jobs, particularly for the benefit of historically marginalized populations and communities that have experienced barriers to employment in good jobs. The primary focus of these demonstration grants is expanding job quality in the care, climate resiliency, and hospitality sectors.

This is a Tier 1 planning grant to support the formation of worker-centered sector partnerships in local or regional economic areas to design workforce strategies to enhance equity and job quality within the care, climate resiliency, and hospitality sectors.

Activities to be performed: This project will establish a strategic partnership to develop a worker-centered sector strategy program in East Chicago, IN focused on climate resiliency through on-the-job training on sustainable and renewable construction.

This project will directly support the City of East Chicago’s goals for increasing and improving employment opportunities for residents in connection with goals for redevelopment and community revitalization, motivated by recent unemployment and income trends.

Upon completion of the workforce development strategy, it will be implemented through on-the-job training in East Chicago, IN, which is home to marginalized populations and communities, particularly Hispanic and Black populations.

Importantly, the project site is located just outside the City of Chicago, which houses a wide range of labor unions and apprenticeship programs. This project is committed to utilizing union labor and advancing union certified training.

Deliverables Expected Outcomes: Applicants identify the key job quality measures that will be used to track grant progress in meeting milestones.

Intended Beneficiaries: Historically marginalized populations living in East Chicago

Subrecipient Activities: Subrecipient activities are allowable under this award to carry out project activities.
