Grant Description
Purpose: The purpose of these grant funds is to help states adopt new strategies to modernize and rearchitect their UI programs to better defend against fraud threats now and prepare for challenges in the future.

Activities to be performed: States should use these funds to invest in IT projects(s) that address at least one of the following categories that support modular and evidence-driven approaches to modernization that increase the agility and resiliency of UI systems. States submitted project(s) should align with one of the following categories:
1) Cloud migration
2) Modular and Application Programming Interface (API) driven approaches
3) Measurably improving the customer experience (CX).

It is critical for all states to develop a system architecture that can scale to meet increases in demand, which often occur at the same time states need to adapt to new federal programs and changing fraud threats.

Expected outcomes: The expected outcome will vary based on the specific project(s) the state will implement with the approved funds. Examples of desired outcomes for the different categories are listed below.
1) Cloud migration:
- Reduction in hardware and infrastructure cost
- Improved system performance
- Faster deployment of new applications
- Increased system availability
- Improved scalability.
2) Modular and Application Programming Interface (API) driven approaches:
- Time and cost savings
- System uptime and performance improvement
- Improved adoption of agile software development practices
- System performance.
3) Measurably improving the customer experience (CX):
- Time and accuracy of task completion
- Abandonment rate
- Click-through rate
- Error rate
- Ease of use.

Intended beneficiaries: State workforce agencies and unemployed claimants.
