Grant Description
NAME OF APPLICANT: Goodwill Industries International, Inc.
PROJECT TITLE AND PURPOSE: Goodwill LifeLaunch: Pathway Home 4 (LL:PH4) will reduce the risk of unsuccessful transitions from incarceration to communities, including recidivism, and increase credential attainment, quality employment, and community safety.
NUMBER OF PARTICIPANTS TO BE SERVED: LL:PH4 will enroll at least 400 participants in four target areas.
FUNDING LEVEL REQUESTED: $4,000,000
TOTAL COST PER PARTICIPANT: $10,000 ($4,000,000 / 400 participants)
INTENDED BENEFICIARIES:
A) Eligible adults who enroll in the program
B) Their families
C) Employers that hire them
D) Justice systems that experience reduced recidivism
E) Local rural and urban communities, which will experience increased safety and the addition of residents who contribute to the area's economic growth and safety.

SUBRECIPIENT ACTIVITIES: Four local Goodwill organizations will provide direct pre- and post-release services to participants leading to 100 percent achievement of WIOA and REO performance indicator goals. They will manage all partner relationships and recruit new partners that will contribute to grant goals. The subrecipients are:
1. Goodwill Western Missouri and Eastern Kansas
2. Goodwill Industries of Northern Illinois and Wisconsin Stateline Area, Inc.
3. Goodwill Industries of Northwest Ohio, Inc.
4. Goodwill Industries of Upstate Midlands South Carolina
COUNTIES AND MAJOR CITIES (TARGET AREAS):
1. Northwest Missouri:
A) Rural: Andrew, Atchison, Buchanan, Caldwell, Clinton, Daviess, DeKalb, Gentry, Harrison, Holt, Johnson, Lafayette, Nodaway, Ray, Worth
B) Urban/Suburban: Cass, Clay, Platte
2. Northern Illinois:
A) Urban: Boone, Stephenson, Winnebago
3. Northwest Ohio:
A) Urban: Lucas
4. Upstate and Midlands South Carolina:
A) Rural: Barnwell, Chester, Greenwood, Lancaster, McCormick, Oconee, Orangeburg, Union

PROJECT SUMMARY: Goodwill LifeLaunch: Pathway Home 4 will provide high-quality pre- and post-release services and engage a wide array of contributing partners. Not more than 10% of participants will recidivate within 12 months of release. At least 60% of participants will earn credentials. At least 65% of participants will demonstrate measurable skill gains. At least 55% of participants who enter employment post-release will remain employed in the second quarter after exit, and 45% will be employed in the fourth quarter. Employed participants will achieve median earnings averaging $5,000 in the second quarter after exit in South Carolina and $6,000 in Illinois, Missouri, and Ohio.
